Acton Town Council Meeting Minutes August 4, 2025 Approved

  1. Call to Order, Flag Salute, & Roll Call –  The meeting was called to order at 6:34 pm by President Jeremiah Owen.  Present at the meeting: Jeremiah Owen, Jacki Ayer, Don Laird, June Perkins and Kelly Teno.  Absent: Pam Wolter.
  2. Community Comments – A resident spoke about the possibility of setting parameters for Food trucks in the Acton Community Standards District.  There is a current Food Vendor Ordinance for LA County.  Deputy Martinez gave an update on the current food vendors.  Deputy Martinez is working with Eduardo Figuroa at LA County health Department.  Josephine Guiterez from LA County Department of Public Works was asked about the possibility of extending the red curb in front of Don Chatos on Sierra Highway.  She will look into the possibility.  The COO/Program Director of the Mountain View Detox Center came to speak about the center.  He is aware that there have been complaints and would like to work with the neighbors to fix the issues.  The ATC asked them to come to a future meeting.  Next meeting is September 15th.
  3. Announcements & Announcements –  Jacki announced all upcoming events, workshops, and meetings throughout the Antelope Valley and County.  At the end of September there will be a trail clean up event on TNC Property off Arrastre Canyon.  When the ATC receives a flyer it will be posted on the website.  There is an informational meeting on the Maathai BESS on August 12, 2025.  Look for any new information about future meetings on the ATC website.  It is important for large turnouts.  SCE has agreed to participate in a community meeting addressing the January PSPS events.  Look for information about this meeting and future meetings on the ATC website. LA County has launched a Countywide Community Wildfire Protection Plan (CCWPP) that will provide community-focused fire protection and response strategies for unincorporated communities.  The Draft Sustainability Plan has been issued; comments due by August 22, 2025.  The County is pursuing a CALFIRE grant to provide voluntary no-cost personalized home ignition zone evaluations (HIZE) to properties located within mapped fire zones in the Antelope and Santa Clarita Valleys.  A HIZE is a review of Ones’s house to see where there are vulnerabilities to wildfire and ember ignition.  A voluntary program would be established where people would be able to register to request a trained person contracted by the County to come to their home and identify the home vulnerabilities (vents, eaves, landscaping) and provide guidance on how to address them.  Under Committee reports we will consider writing a letter.  The ATC received an email regarding how many homes could be constructed at 4426 Shannon View Road.  The email was forwarded to Tina Carlon at Regional Planning. The ATC sent a request to Director Bodek of Regional Planning to convene a meeting to discuss with planning staff the implementation of County Zoning Code section 22.02.070 and why they accept development applications when there are violations on the properties.  The ATC received an email from a resident on Red Rover Mine Road about a large chicken ranch planned for up to 3,000 chickens.  Regional Planning is amending the Oak Tree Protection Ordinance and is hosting virtual biweekly OTP update meetings on Tuesday evenings from 6:30-7:30 pm.  Registration is required.  We have not received a flyer on this.  If you want information please contact the ATC and we will forward you the email.
  4. Library Report – August events were announced.  Friends of the Library will have a book sale September 13 and 14th.  You can support the Friends of the Library by coming to an event or visiting their book room at the Library and buy a book.  The Friends of the Library help the library put on special events.
  5. Representative Update – US Congressman Whiteside’s office updated what they are working on.  This included protections for the military and veterans, fire burn program, and local community colleges grants for tech jobs. Working for mental services, Atmospheric River Act, and Childcare.
  6. Deputy Martinez Report – July stats: 3 part one crimes, 7 property crimes, 1 arson.  The sheriff department towed 12 RV’s that were lived in on our street.  No one can live in an RV park more than 90 days in a year and all of our RV parks violate this.  Jacki went over why they might contribute to nitrates in the Santa Clara River.  Our section of the Santa Clara River is the next to be looked at for nitrate issues.  There is a concern that they may blame septic systems and make everyone in Acton retrofit their septic system which could cost thousands of dollars per septic system.
  7. Parks & Recreation – Jeremiah gave a report on a meeting that the ATC had with LA County Parks and Recreation.  The ATC has been in contact with them for quite awhile about a water type park ideas for Acton using Measure A funds.  Water ideas include a splash pad, community pool, maybe in a multi use pool to also include our local schools.  Measure A fund are accumulating and there is no way for unincorporated communities to go after the grants.  So money is all going to the cities.  They want to meet again next month and they agreed to a community meeting.
  8. Sustainability Plan – Jacki gave background on the plan and what has changed over the years and that there is an update in process.  One issue that Jacki spoke about is why is safety a community priority and not a County priority. She spoke about safety concerns surrounding BESS projects.  Jacki Ayer made a motion to write a comment letter on the Sustainability Plan.  June Perkins 2nd the motion.  The motion carried.
  9. REO Meeting Discussion – There was discussion about the Renewable Energy Ordinance which included BESS projects.  Regional Planning attended a ARTC meeting at the Acton Community Center.  The draft will be out in the Fall 2025.  The public needs to be able to make comments on their report before the draft comes out.  The report needs to be out in plenty of time for comments.  The ARTC asked for underground transmission lines, no wind turbines, no BESS without a CUP, along with boundaries from homes.
  10. Maathai RESS – Public Meeting –  August 12, 2025, AV College, 6:00 pm.  Meeting will be held in the Cafeteria.  Park in Parking Lot D.  Wear a black shirt and stand with Acton.
  11. BESS –  The CEC Siting Planner for the Angeleno Project confirmed that there have been meetings between the County, the Angeleno developer, and the CEC.  Jacki sent an email to Supervisor Barger’s office requesting assistance in getting information about the meetings regarding Community Benefits Plan.  Department of Regional Planning Director Bodek attended the meeting with the developer and the CEC.  They talked about zoning and the issue of community benefits.  All the information was very vague.  The noise impact analysis included with the application is invalid.  Jacki went through all the reasons for it being invalid.  Ruth Brock from Acton Takes Action gave a progress report on the lawsuit.  The Judge stated that this is a very important ruling and he wants to be careful in his ruling.  He has up to 90 days from July 17, 2025 to make his ruling.  His ruling can be appealed up to 10 days after his ruling.  The Angeleno proposed BESS went to the CEC process. Their application was not complete.  Ruth went through all the things the State asked for which included risks and benefits, alternative sites, transportation of the batteries and safety.  Concerns include; this is proposed on AG zoned land, noise is an issue, since Acton is unincorporated all benefits will go to the County.
  12. Minutes – All the past minutes were handed out that are waiting approval.  Everyone was asked to be prepared to give corrections and approve them at the September 15, 2025 meeting.  Kelly will arrive at every meeting at 6:00 pm to bring copies of the previous meeting so they can be voted on at that meeting.
  13. Committee Reports –  The following Committees had reports; Education Committee – The 1st day of school is August 13, 2025.  Community Standards/Decorum – Kelly will put together all information we have to date and where we left off.  Trails, Open Space, and Recreation – Jacki asked everyone to send dates they are available in the next couple weeks to have a meeting with Mr Edmonton.  Utilities – The SCE meeting will be at 6:00pm August 26 or 27th.  Will do what is convenient for schools.  Emergency Response & Disaster/resiliency Plan – Jacki Ayer made a motion to write a letter supporting the CALFIRE grant.  Don Laird 2nd the motion.  The motion carried. June announced CPR workshops in Santa Clarita, one will be on October 3, 2025.  She announced CERT Training, 3 sessions at Fire Station 129, in Lancaster.  Gas Company putting out information about how to detect a gas leak.  Beautification/Illegal Dumping –  Tammie Necessary gave an update about their big cleanup which was a huge success.  In the last two months they have delivered 47 tires and 12 mattresses illegally dumped.  They did a large cleanup from a house that had recently sold.
  14. Unfinished/New Business – Do we need to send an email asking for a meeting to discuss food trucks with Eduardo Figuroa from the Health Department.
