Acton Town Council Meeting Minutes, February 2, 2026, Approved

1. Call to Order, Flag Salute, & Roll Call –  The meeting was called to order at 6:32 pm by Vice President Don Laird. Present at the meeting: Jacki Ayer, June Perkins, Don Laird, Pam Wolter, and Kelly Teno.  Absent: Jeremiah Owen.
2. Community Comments –  A resident who lives near the Mountain View Detox reported that there were 5 major incidents.  There are drug deals going on in front of homes.  The agency looking at cases are not opening videos sent to them.  A decision was made to put this on the next agenda and contact Senator Valledares.  A Peaceful Valley resident reported a lot of problems with people building on properties with no permanent structures.
3. Announcements & Correspondence – The appeal of the gas station approval by the Planning Commission is up for hearing before the Board of Supervisors on March 24, 2026.  On January 6, 2026 the Board of Supervisors unanimously approved a Memorandum of Understanding with the FBI to fund the Sheriff’s Department’s participation in the North County Safe Streets Task Force.  This will cover overtime for officers and expand the Sheriff’s capacity to respond to crime and secure public safety.  The Palmdale Sheriff’s Station is working on the Sheriff’s Department Community Survey effort. When doing the survey make sure you choose the Palmdale Station which is the one that serves our community.  Regional Planning has issued a Notice of Preparation for an EIR for a new ordinance addressing event locations. The scoping meeting is February 11, 2026 and comments are due February 26, 2026.  We may need to convene a Special Meeting to address this.  The US Forest Service is launching a survey effort in the Angeles Forest to gage the number of people who recreate activities they engage in and their satisfaction.  Surveys have begun and will be conducted through September 2026.
4. Library Report – February events were announced and can be found on the library website.  Friends of the Library book sale was announced.  The Friends of the Library funds help to bring special programs to the library.
5. Representative Update –  A representative from Congressman Whitesides office went over the bills he is supporting.  The High School Art Competition was announced and the ATC will post it on our website.  A representative from Senator Valladeres office announced that all bills will be in by the end of February.  They are working on an illegal dumping bill and hoping to get it done this session if not then next session.  Jacki spoke about the enforcement needing teeth and also about cradle to grave dumping.
6. Deputy Martinez Report – January stats: 1 part one crime, 10 Property crimes.  There were 4 incidents by Country Way.
7. Parking DPW – Steven Dykstra – There was a discussion about the red curb on the Northside of Sierra Highway in front of the 76 Station.  A notice was sent to all businesses about the proposed parking signs and they received no feedback.  The signs will be installed in the next 2 months.  They proposed similar red curb on the southside and can do the parking signs later.  Concerns were brought up about trucks and horse trailers that cannot go in parking lots but want to go to a business.
8. Acton Faith Bible –  The hearing is Wednesday February 11th at 9:00 am.  Acton Faith Bible made all the changes that the ATC requested.  Jacki brought up that we should request a trail dedication on the western boundary with no stipulation.  Jacki Ayer made a motion to write a letter of support and request that they do a trail dedication on the west boundary.  June Perkins 2nd the motion.  The motion carried.     Jacki Ayer made a motion to send Don Laird to represent the ATC at the hearing.  Pam Wolter 2nd the motion.  The motion carried.
9. Santa Clara River Watershed Plan –  Jacki, Don, and Kelly attended this meeting.  They gave a presentation which we didn’t agree with everything.  After the presentation we asked questions and spoke about a couple issues we had.  They spoke about looking into making changes.  A suggestion was made to contact the Storm Water Quality Division about the Tech Res. Program TRP to help Acton get a water quality plan.  We spoke about engaging a group to work with the ATC.
10. Animal Tracks –  They came in October and explained what they wanted to do in Acton and spoke about the need for a letter from the ATC to help them to get their donation.  After discussion we decided to write a letter in support of what they do .  Jacki Ayer made a motion to write a letter to thanking Stacy for attending and encaging us early in the process for transparency and commenting that no formal objections were expressed.  She came to several ATC meetings.    June Perkins 2nd the motion.  The motion carried.
11. Inviting Candidates for Office –  June and Don went to an event for Charles Hughes who is running for Assemblyman Lackey’s timed out seat.  The primary is in June 2026.  They thought that maybe the ATC should invite candidates to come speak at a meeting.  After discussion it was decided to invite the two candidates after the primary.  We will re-visit this in June.
12. BESS – There was a review of what is happening with the lawsuit.  The judge filed his final ruling and they have 60 days to appeal.  The CEC application for the Prairie Song BESS has been deemed complete.  The 270 day clock has started for a final decision.  The ATC received a phone call from the CEC to discuss possible places for the Scoping Meeting.  We need to get as many people as we can to speak at the meeting.  As soon as there is a date we will get the word out.  Ruth spoke about the Lancaster BESS fire at 100 West and J, we should be able to get the fire report to turn over to the County agency writing the ordinance.

Committee Reports –  The following committees had reports;  Emergency Response & Disaster/Resiliency Plan – Annual clearance letters have gone out.   SCE, and FEMA have put out about PSPS and the need to have a go bag and what to put in it.  Beautification/Illegal Dumping – Tammie spoke about the 50 to 60 dead chickens that were found on Sierra Highway.  The testing came back that they had a virus not infectious to humans.  It is an infectious ILT.
15. Unfinished/New Business –  Pam reported about the lights on the bank.  Brady Watt did not install them.  Pam will reach out to the bank manager.
