Acton Town Council Meeting Minutes, March 2, 2026, Approved

  1. Call to Order, Flag Salute, & Roll Call – The meeting was called to order by President Jeremiah Owen at 6:31 PM.  Present at the meeting; June Perkins, Don Laird, Jeremiah Owen, Jacki Ayer, Pam Wolter, and Kelly Teno.
  2. Community Comments – Residents who live on Roger Road reported about a home that is advertising the La Prizas Ranch Event Center.  The center claims they are having personal parties but the can have 60plus cars.  They spoke about the loud music and not enough enforcement.  Another resident spoke about neighboring properties that do no weed abatement.  One is owned by Edison and the other by Fullmark.
  3. Announcements & Correspondence –  All area recycling events were announced.  A work order has been submitted to install 1 hour time limit parking from 6am to 10pm on the north side of Sierra Highway west of Crown Valley Road.  A work order has also been submitted to install red curb and one No Stopping Anytime sign on the south side of Sierra Highway west of Crown Valley Road.  The ATC received an email from the Office of Electrical Infrastructure Safety regarding SCE’s Wildfire Mitigation Plan.  They would like to talk about some next possible steps.  They have oversight regarding a number of transmission lines and we have been pushing for transmission line de-energization protocols.  The 2026 LA2050 Grants Challenge is open.  LA2050 is giving up to 3 million in grants
  4. Library Report –  The events for March were announced, along with Library closure dates.
  5. Representative and Agency Updates –  Announcements from Congressman Whitesides office included: The Emergency Act passed Congress and is going to the Senate.  Art Competition Flyer sent out.  Chuck Bostwick from Kathryn Barger’s office announced that if anyone is cleaning brush, trimming trees and clearing, their office can help with disposal.  Every household can get 2 vouchers for 1/2 ton each per year.  A large homeless encampment has been removed.  35 people have been placed in inter housing.  The lot has been cleared of trash and RV’s.  County Counsel Has filed a lawsuit on Cactus Creek to seek possession of the property on February 10, 2026.  They sent registered letter to the last known owner.  The hope is that the County will take it over.  A representative from Firewise spoke about defensible cleaning and went over the requirements to become a Firewise Property.  All the requirements and information is on the website Actonfirewise@gmail.com.
  6. Deputy Martinez Report –  February stats were announced. 0 part one crimes, 6 property crimes.  Down 6% from last year.  Deputy Martinez spoke about the homeless man on Antelope Woods and getting a Letter of Agency.  He also spoke about party houses and how to report them.
  7. Happy Trails –  Don Laird, Jacki Ayer, June Perkins, Chuck Bostwick, and representatives from Happy Trails met on a zoom meeting.  Don started of the reporting of the meeting and went over what Happy trails has been doing.  Jacki reported about that Happy Trails is planning on using the facility on weekends all year and 3 months during the summer and the Pali Company will be using it the rest of the year.  The ATC asked why the Pali Company were not on the call.  Jacki explained that the ATC was blindsided by the motion the Board of Supervisors adopted in January 2025.  We were told that Happy Trails would own and operate it and that every now and then the site may be used for corporate retreats.  The Board approved a educational camp experience which is not allowed under the zoning code. Sam Dea from Regional Planning indicated that it was permitted since Happy Trails owns the project.  Jacki pointed out that every use on the property must comply. They indicated that the Pali component of the project is to serve LAUSD students on weekdays only  The ATC expressed appreciation for them working with our baseball organization.  Jacki brought up the importance of conducting the secondary access assessment per the General Plan.  The assessment also must assume the 11,000 people at Thousand Trails and it must go from Agua Dulce Canyon Road all the way to Crown Vallet Road.
  8. New Gas Station BOS Hearing –  The Board of Supervisors appeal on this project is on March 24, 2026.  They have issued a discretionary approval to revise the fire lane and driveway conditions imposed on a recorded subdivision map even though such map revisions are only permitted when physical circumstances make it impossible to build according to the approved map configuration.  The developer could easily build in accordance with the approved map configuration.  They want to build the gas station, fast food and convenience store.  So this is violating the Map Act.  This has been ommitted of the plan and will be revised after the map revision.  This clearly violates CEQA which requires the County to consider the whole project.  Jacki Ayer made a motion that the ATC provide comments to the Board of Supervisors regarding these violations and that we authorize someone to represent the Town Council at the hearing.  Pam Wolter 2nd the motion.  The motion carried.
  9. Wildfire Protection Ordinance –  Jacki Ayer made a motion that the ATC provide comments on the Draft Wildfire Ordinance and authorize someone to represent the Town Council at the hearing.  Don Laird 2nd the motion.  The motion carried.
  10. The Conservation and Natural Resources Element of the General Plan – Regional Planning is amending the General Plan and revising the Conservation and Natural Resources element.  There was a public meeting on February 24, 2026. No one from Acton attended since it was on the same day as the Angeleno Scoping meeting.  Jacki has requested another meeting so Acton can participate.   Jacki Ayer made a motion that the ATC provide comments regarding the changes that Regional Planning is proposing for the conservation and open space element.  Pam Wolter 2nd the motion.  the motion carried.
  11. Cannabis Draft EIR – Comments are due March 30, 2026.   Jacki Ayer made a motion that the ATC provide comments on the Draft EIR for the Cannabis Ordinance that address the impacts on our community.  Pam Wolter 2nd the motion.  The motion carried.
  12. Event Ordinance –  The ATC convened a Special Meeting to make a motion to write a comment letter. The comment time period was extended to March 9, 2026.  Some of the ATC’s concerns are that it is proposed to have no limit on how many event properties can be in a community.  They are going to allow temporary events on every property 12 weekends out of the year.  The ATC is asking for community input.
  13. FY2027 Appropriations Forms and Deadlines –  The deadline is March 6, 2026 to have the forms in for request of funding.  The ATC talked to the representative from Acton Firewise because this would be a great way for them to get funding.
  14. BESS –  Scoping comments are due March 4, 2026 for the Prairie Song BESS.  The comments should focus on significant impacts, project alternatives, and mitigation measures since that is what CEQA scoping is all about.  The project is not connected to municipal water instead it is connected to two 40,000 gallon tanks.  This is not sufficient to fight a BESS fire.  They said it could just burn out staying contained to the containers.  They did not take into account our winds.  Water is a big issue even if they hooked up to the WWD37 North water tank which is for customers and is 1,000,000 gallon capacity it is not enough water.
  15. Minutes –  Kelly Teno made a motion to approve the November 2025 and the January 2026 minutes.  Don Laird 2nd the motion.  The motion carried.
  16. Committee Reports –  The following Committees had reports: Emergency Response & Disaster/Resiliency – CERT Training is now March 7, 14, & 21 at the Acton Community Center.
