Acton Town Council Meeting Minutes January 6, 2025 Approved

  1. Call to Order, Flag Salute& Roll Call – The meeting was called to order at 6:31 pm by President Jeremiah Owen.  Present at the meeting – Jacki Ayer, June Perkins, and Jeremiah Owen.  Absent – Kelly Teno, Pam Wolter, and Don Laird.
  2. Community Comments – A resident spoke about their issues with the County and violations placed on their property.  Ace Hardware had Christmas Trees stolen.
  3. Announcements & Correspondence – Jacki Ayer made the following announcements:  The Traffic Investigations Section from Public Works completed the analysis for the intersection of Sierra Highway and Red Rover Mine Road and it recommends the installation of a stop sign on Sierra Highway.  This is the last opportunity to express concerns that anyone has with the proposed configuration for the blinking stop sign on Sierra Highway at Santiago Road.  The Acton Agua Dulce School District is starting a new program called “Lattes with Leadership” in which the public can go and discuss current issues with district leadership. Recycling events in LA County were announced.  Current film shoots in Acton were announced.  A new law has gone into effect that requires vehicle manufacturers to provide instruction to vehicle owners on how to turn off remote access and its location.  DOE just announced a new funding program to improve the compatibility of large-scale solar facilities with wildlife and communities.  It may be important to Acton because a 150 acre parcel in East Acton was recently acquired by a solar and battery facility developer.  The County is initiating a program to update their Sustainability Plan.  When the draft document was released, it included policies that would result in the elimination of many rural communities in LA County. After a tremendous effort on the part of rural town councils these policies were eliminated.  We have received assurances that they will fully engage with us on this Sustainability Plan update.
  4. Library Report – Upcoming events were announced.  Library will be closed January 20, 2025.
  5. Representative Update – Chuck Bostwick from Supervisor Barger’s office gave an update on revision of film plicy, permits on private road easements, and needing volunteers for the homeless camps count.
  6. Deputy Martinez Report – 17 part one crimes, 4 property crimes for December
  7. PSPS – N/A
  8. BESS – Ruth Brock from Acton Takes Action gave an update on lawsuit activities.
  9. Meeting Schedule – Library closed January 20, 2025 , no meeting until February 3, 2025.
  10. Minutes – Tabled
  11. Councilmember Comments – Carlo Basail retired from Assemblyman Tom Lackey’s office.
  12. Committee Reports – The following Committees had reports – Planning & Coordinating – Discussion about the possibility of contacting the DA office and asking him to take up the Cactus Creek issue and begin legal proceedings.  Film Coalition – Discussion included that the Film Ordinance is slated to go to the Board of Supervisors on February 5th and no one has seen it and it will not be available until the Friday before the meeting.  There was also discussion about sending an email to Supervisor Kathryn Barger asking for the following 1) A meeting to discuss needed changes in the County’s ordinance development process – some ordinances are done with no public outreach (like the film ordinance and the Humidor Franchise Ordinance) yet others are subject to a lot of outreach (like cannabis); 2) Request that the Draft Film Ordinance be provided at least 1 month ahead of time so that we and our residents will have time to review and discuss it before it goes to the Board of Supervisors.
