Acton Town Council Meeting Minutes, October 27, 2025 Approved
- Call to Order, Flag Salute & Roll Call – The meeting was called to order by Vice President Don Laird at 6:30 pm. Present at the meeting: Don Laird, Pam Wolter, June Perkins, and Kelly Teno. Jacki Ayer by meeting link.
- Community Comments – A Presbyterian Church Elder spoke about the fear of someone attacking the church during service and was asking for ideas from the community about how to protect themselves during services and events. The community asked questions. The church has not received any threats and after discussion they will reach out to Deputy Martinez to see what can be done. We invited them to come back to future meetings to talk. A resident reported that the bank has blinding lights on it. We will check it out. A 12 year resident reported loud parties near their home and that they believe the home is being rented out. Other residents present at the meeting gave advice on how to report the noise. The ATC will reach out and let Chuck Bostwick from Supervisor Bargers office know the address. A representative from the Acton Trading Post announced their Grand Opening. A person looking to buy a home in Acton asked about the situation with BESS projects. Ruth Brock from Acton Takes Action answered their question. She also asked about fire insurance issues.
- Announcements and Correspondence – The next meeting is on November 10, 2025. The 16 pump gas station, fast food, convenience store will be on the agenda. The hearing package should be out by then for the November 19, 2025 hearing.
- Library Report – Upcoming events were announced. All events are posted on the library website. Library will be closed November 11, 2025, Thanksgiving Day and the day after.

- LA County Waterworks Districts – A presentation was given on the 2025 Water Rate Study. There will be a Community Participation zoom meeting on December 4th. The presentation included many subjects including infrastructure, water quality, regular water testing, water supply sources, maintaining infrastructure, large projects and the Rate Study process. They spoke about new proposed rate changes. The last rate change happened in 2017. They stated that if your current bill is $88.00 your new rate will be $96.00 with a 3% increase every year after. When the ATC receives the notice for the December 4th community meeting we will post it on our website. Jacki asked if we could re-start our conversations with them about the high nitrates and reasons for them. They said yes.
- Animal Tracks – Stacy Gunnerson from Animal Tracks came and spoke about wanting to open a new location in Acton. They have been operating in Agua Dulce since 2008. They have found a property in Acton and came to speak about their organization and what they do. Some of their rescued animals can not be placed back into the wild. Residents spoke about events and things they do with high praise. The property they have found is 6261 Sierra Highway. Jacki spoke about a material that will help keep the nitrates out of the water table. They will look into it.
- LA County Food Truck Regulations – This item was requested by Ruth Brock of Acton Takes Action and Tammie Necessary from Illegal Dumping Task Force. They spoke about the Food Trucks taking away from our businesses , line of sight issues, and trash issues. Food Trucks are regulated through the State. At this time LA County has no ordinance for food trucks only side walk vendors in the unincorporated LA County. They requested that the ATC along with them reaching out to Supervisor Barger to start talks about an ordinance. It was requested to place this on the next agenda.
- BESS – Ruth gave an update – The lawsuit came back in our favor. We are waiting for the judge to give his official filing. Then the developers have either 30 or 60 days to file an appeal. Tammie Necessary brought cookies and had some RIP BESS sugar cookies.

- Committee Reports – The following committees had reports: Emergency Response & Disaster/Resiliency Plan – CERT has been postponed until early 2026. Beautification/Illegal Dumping – The task force just recently completed their big 2 day clean up effort. They removed 8 tons of trash which included, medical supplies, roofing materials, construction materials, and tires.
