Acton Town Council Meeting Minutes November 21, 2022

  1. Call to Order, Flag Salute, & Roll Call – The meeting was called to order by President Jeremiah Owen at 6:32 pm. Present at the meeting – June Perkins, Jeremiah Owen, Pam Wolter, Jacki Ayer, and Kelly Teno.  Absent – Tom Costan
  2. Community Comments – A resident spoke about dirt bke motorcycle riders in downtown Acton.  She rides horses everyday.  Deputy Martinez said they are trespassing on the persons property they are riding on but the resident can only have a noise complaint and dust complaint.
  3. Correspondence – Waterworks event invite for December 5, 2022.  Catholic Church has pulled its required permits.  The Buddhist Temple has corrections from the County.  The Board of Supervisors has invited the public to participate in talks on Urban assistance water conservation.  Acton has had three PSPS events with no shut offs.  There was a new PSPS over Thanksgiving at Sand Canyon and part of Acton was in it.  DPW has a survey to gather feedback for when you contact them. Regional planning has announced the DEIR for the LA County Metro Plan.  Acton has a new Postmaster, Albert Vasquez.  Tree People workshops were announced.  The site plan for the proposed Gas Station/Convenience Store on Sierra Highway near the 76 Station was modified.  The LA County has said they will meet with us about NOV’s.  Putting together dates and times for talks on water issues.
  4. Library Report – December events announced.  There will be work done on the parking lot so use the book drop by the door.  The library still has Rapid Covid Tests available.  Library will be closed January 2, 2023.
  5. Local Representatives Reports – Chuck Bostwick announced that there is no information on the Supervisors plans an dealing with homeless and encampments.  The Sheriff’s Task force to help with the situation.
  6. Sheriff’s Report – Month of October there were 703 calls for service in Acton.  They resulted in 5 part one crimes and 13 property crimes, which is the highest all year.  Narco is looking into 10 to 15 possible grow houses between Acton and Agua Dulce.
  7. Short Term Rentals Ordinance – Jacki spoke about a few of the issues with the ordinance.  They included the problem of it being used for filming rentals, need to limit occupancy, how can it be enforced.  Enforcement actions need to be in the ordinance.  Should look for impact protections.  June made a motion to write a comment letter on the Short Term Rentals Ordinance.  Pam 2nd the motion.  The motion carried.
  8. Wildfire Protection Ordinances – We have not heard back from them.  The time period to comment has been extended.  Jacki made a motion to write a comment letter on the Wildlife Protection Ordinance.  June 2nd the motion.  The motion carried.
  9. NOV and “Path to Redemption” –  The ATC received an email that the County wants to work with us on a clear path for homeowners to get rid of the NOV’s on their properties.  We spoke with homeowners on how we can help them.  Plan a talk with DRP and PW in separate sessions.
  10. Thousand Trails – The ATC had agreed to give comments at the Water Board Meeting on November 10th, to speak about the Boards incorrect assumptions about water uses at Thousand Trails.  Jacki couldn’t get on to the meeting and public comment time period closed without her getting to comment, she started messaging about the issue and they said they would let her speak at end of meeting – she gave the following in the beginning of her  statement.  “My name is Jacqueline Ayer and I am speaking to you today as a member of the Acton Town Council and on behalf of the Community of Acton.  She continued on with all the concerns and issues with the WDR.
  11. Councilmembers Comments – June spoke about Thousand Trails allowing their members who are not staying at the campgrounds being allowed to come dump their RV’s and do wash.  Kelly suggested that instead of having a meeting on December 19th having a party for community who would like to attend and invite our Local Representatives.  Pam announced that Mike Garcia and Tom Lackey both won their seats. Jacki spoke about the AQMD and their permits and how they manage and don’t overcharge.
  12. Unfinished/New Business – Jacki will inquire with PW about a traffic study for the new business next to the 76 Station.  She will request to review the traffic study.   Agua Dulce Town Council in interested in collaborating on a letter to the HSR.  Pam made a motion to collaborate with the ADTC on a HSR letter.  June 2nd the motion.  The motion carried.
