Acton Town Council Meeting Minutes, May 5, 2025 Approved

  1. Call to Order, Flag Salute, & Roll Call –  The meeting was called to order by President Jeremiah Owen at 6:31pm.  Present at the meeting; Jeremiah Owen, Don Laird, Jacki Ayer, Pam Wolter, June Perkins and Kelly Teno
  2. Community Comments – A resident gave an update and asked what can be done about a Detox Facility in their neighborhood.  They are running 24/7 with people coming and going at all hours. At times there are 9 plus cars there.  The State of CA only allows for there to be 6 people total at the resident.  The ATC will send an email to Regional Planning and the Health Department.  An Agua Dulce resident came to speak about real estate directional signs.  They wanted to take care of complaints that have come to the attention of the ATC.  They would really like to get to a solution to the issue. The ATC will put this on a future agenda and look at the ordinance and Title 22.  Neighboring residents to Cactus Creek gave an update on the violations.  An email was sent to CA Housing and Community Development.  A resident from Cactus Creek spoke about how they are trying to fix how they are living.
  3. Announcements and Correspondence –  The Acton Town Council has been given an invitation to be the Grand Marshal of the 4th of July Parade.  A hearing has been scheduled for the Beam subdivision we reviewed last year.  We need to follow up and confirm that a trail is included as agreed upon.  Two subdivision applications were submitted to Regional Planning last week.  The proposed monastery on Aliso Canyon is moving forward with its SEA review.  The County’s Department of Economic Opportunity has created a grant program to help support sidewalk vending operations, pushcarts, and food stands.  The Arrastre-Strumpell Trail is now open to connect hikers and equestrians to trails in the Angeles Forest from Arrastre Canyon Road.  As part of the Vision Zero effort, Public Works is launching a new Rural Roadway Safety Plan for the unincorporated communities of the AV.  They will be at the next ATC meeting to present.  We have received communications from residents regarding illegal and unpermitted RV parks and storage in town.  Public Works will begin efforts to remove diseased or dying trees in the AV.  There will be three trees removed in Acton.  The locations are Ohio Street, Kashmere Street, and Bridle Path Drive.  The County has partnered with Financial Literacy Organizations and arranged for free classes to understand money.  If interested see the flyer on the ATC website.
  4. Library Report –  Announced upcoming events and library closure dates.  A reminder that covid tests and N95 masks are available and free at the library.
  5. Representative Update – A representative from Congressman George Whitesides office gave an update on what the congressman is working on.  The ATC asked to start a conversation with the congressman on resiliency, safety and policy.  A representative from CA Senator Valladeres office gave an update on what the Bills the Senator is working on.  There was some discussion on SB607 and AB941.  We need to put SB252 on a future agenda to talk about writing a letter.
  6. Deputy Martinez Report – April Stats; 1 part one crime, and 6 property crimes.  Deputy Martinez announced that Letter of Agencies are only good for a year.  They are proactive to get a new one signed if they are ones they have to use all the time.
  7. Parks –  Jacki spoke about reaching out to Parks Department on Measure A funds.  No park funds have come to the unincorporated area of LA County.
  8. SCE Discussions/ January PSPS –  Jacki has done a deep dive into this event and it was unreasonable.  She showed the windspeeds on Distribution Lines vs Transmission Lines.  The ATC sent two rounds of comment letters.  Jacki Ayer made a motion that we reach out to SCE to initiate a meet and confer regarding the unreasonableness of SCE PSPS events of January 2025.  June Perkins 2nd the motion.  The motion carried.
  9. Happy Trails –  Jacki gave an extensive background on this property and all the many concerns that the ATC has had and still have with the development of this property.  These concerns should be brought to the County and the developers attention.   Jacki Ayer made a motion to reach out to Supervisor Barger, Director Bodek and Developer enumerating our concerns about Happy Trails.  Don Laird 2nd the motion.  The motion carried. 
  10. Thousand Trails – On the agenda by mistake

BESS –  Ruth Brock from Acton Takes Action gave an update on the lawsuit.  She also spoke about the Moss Landing event and how they are starting a class action suit.  She went over a report from Heat Map and to get the amount of battery storage needed, lithium ion battery technology won’t get it done.  There are new technologies out there.
  12. Minutes – tabled everyone needs to review past minutes to vote on them.

Committee Reports – The following Committees had reports; Education Committee – The ATC should send a representative to the Vasquez Night of the Stars.  Don Laird will attend.  Trails, Open Space and Recreation – Jacki announced the opening of the Arrastre-Strumpell Trail.  May 17, 2025 9:00am  Emergency Response & Disaster/Resiliency Plan – June announced meetings and classes she has attended. Beautification/Illegal Dumping – There has been a large increase in apartment or storage clean out.  The group is picking up about 1 ton of illegal dumping per week.  Traffic Safety – Next meeting Public Works will attend to give a presentation on Vision Zero.
