Acton Town Council Meeting Minutes June 9, 2026 Approved

  1. Call to Order, Flag Salute, & Roll Call –  The meeting was called to order at 6:30 Pm by President Jeremiah Owen.  Present at the meeting: Jeremiah Owen, Pam Wolter, Jacki Ayer, Don Laird, and Kelly Teno.
  2. Community Comments – An Acton resident spoke about wanting to improve recreational opportunities in Acton.  Possibly doing a survey to get information about what residents would like to see.  Jacki spoke about efforts that have been done in the past to use Measure A funds.  There was a discussion about the efforts to bring back the Friends of Acton Park and the issues surrounding that.  We gave her the number of 2 people who have tried to get that off the ground and that maybe they would be of help.
  3. Announcements and Correspondence – Upcoming events for Acton and the AV Area were announced.  The Department of Public Works (DPW) is going after grant funding to develop Quiet Zone infrastructure at Crown Valley and Aliso Canyon Road crossings.  The ATC, along with many residents and organizations submitted letters of support.  The ATC is convening a Special Meeting on Thursday June 11, 2026 to address the proposed chances to the Significant Ecological Area (SEA) Maps which will put most all of North LA County into an SEA.  County staff from Regional Planning will be there.  The meeting starts at 6:30PM.  DPW is doing tree planting in Acton between June 8,2026 and July 7, 2026.  The developer proposing the enormous BESS project in East Acton is hosting an Open House on June 16, 2026 from 3:oo to 7:00 PM at the Community Center.  Staff from the California Energy Commission will be there.  Angeles Forest Highway will be closed June 1 – June 26, 2026 from 9:00 am to 2:00 pm for access maintenance for residents, camps, and emergency vehicles.  There is a case management scheduled for Jene 10, 2026 to address the Cactus Creek situation.  As far as we know the property owners have not answered the summons  or responded to the complaint, so no defense has been offered.  On June 17, 2026 the Planning Commission will convene a hearing on the Modification Ordinance.  The ATC received an email from the architect working on the Catholic Church.  He has asked to present at the July 6, 2026 meeting.
  4. Library Report – Upcoming June events were announced during Announcements and Correspondence due to the absence of Jim Wall.
  5. Representative and Agency Updates –  Chuck Bostwick from Supervisor Barger’s office gave an update. A new batch of free disposal vouchers will come out after June 30,2026.  They will be good until June 30, 2027.  The County is moving forward with the court case for Cactus Creek.

Modification Ordinance –  The ATC submitted a comment letter to the Planning Commission for the June 17, 2026 hearing.  Don Laird and Kelly Teno will call in comments.  Jacki Ayer made a motion to have Don Laird and Kelly Teno call in to make public comments on behalf of the ATC.  Don Laird 2nd the motion.  The motion carried.
  8. CNR Element Update and SEA Boundary Changes –  There will be a Special Meeting on June 11, 2026 at 6:30 PM at the Library.  Jacki spoke about the changes to SEA  Map.  She went over what the County will be able to take from homeowners along with all the issues.  Public Comments are due by June 30, 2026.
  9. Property Tax/BESS Facilities Benefit for Community –  These BESS developers all boast about how our community will benefit from the hundreds of millions in new tax revenue generated by BESS developments.  None of that money will ever come to Acton.  Should we try to engage with Supervisor Barger on a discussion about how we can benefit from BESS tax revenue since Acton will bear all the adverse impacts.
  10. BESS CBO –  All major groups in Acton were present at the Community Benefits meeting.  The developer is amenable to funding a foundation that will direct disbursements in accordance with instructions provided by a local board comprised of local community serving organizations.   We articulated that the community opposes the project, but that if the project is approved, then any benefit program that the developer puts together must be focused on community and not County in general and certainly not LA Unified School District.  We also stated that any costs associated with the foundation management would have to be borne by them and not us. We also told them they need to up the amount from what they offered.  We have not heard back from them on these last 2 key issues.
  11. Minutes –  Jacki Ayer made a motion to approve the minutes as written from February 2026 and March 2026.  Don Laird 2nd the motion.  The motion carried.
  12. Committee Reports –  The following committees had reports.  Education Committee – Don Laird reported out on the School awards.  Finance Ways and Means – Pam Wolter reported about passing the hat for donations last meeting along with selling bumper stickers.  Trails, Open Space, and Recreation – Jacki Ayer reported about the email we received from the Acton resident interested in doing a Community Survey about recreation in Acton.  Discussion on how to get Parks and Recreation to engage with our community.  Chuck Bostwick will talk with the Supervisors staff and we will email the Supervisor and ask how to engage with DRP.  Emergency Response & Disaster/Resiliency Plan – Pam Wolter reported about the container at the Community Center and how the ATC has been asked to take it over.  Beautification/Illegal Dumping – Tammie Necessary reported on the clean up efforts going on.  Trash is being thrown over the berms the County put up to deter dumping.  They need to be taller.  They found bags with 2 dead dogs.
