- Call to Order, Flag Salute, & Roll Call- The meeting was called to order at 6:30 PM by President Jeremiah Owen. Present at the meeting: Jeremiah Owen, Don Laird, Pam Wolter, Jacki Ayer, and Kelly Teno.
- Community Comments – An Acton resident spoke about the Lemon Fire which was about a mile from his residence. He spoke about the need for weed abatement around the Edison Plant. The ATC sent a letter after a prior complaint made by this resident. An Acton resident spoke about the many issues revolving around party or event properties. There are multiple properties around the Shannon Valley and Red Rover Mine Rd. The events are very noisy, lots of lights and go on till early morning. It is difficult to get the Sheriff there. This resident has multiple APN numbers which they will share with the ATC. We asked Chuck Bostwick if he could help facilitate getting a workshop together with the County to let residents know what to do and also have the Sheriff there to explain how residents should complain.
- Announcements & Correspondence – The Parks Department received $500,000 to develop a feasibility study, schematic design, 50% construction documents, CEQA analysis, and cost estimate for water play features, shade, and other cooling and recreation improvements at Acton Park to create safer, more comfortable, and climate-resilient park during extreme heat.

- Representative and Agency Updates – Chuck Bostwick from Supervisor Barger’s office announced that Waste Management Landfill Vouchers are back. Each household can get 2 – 1/2 ton vouchers. They can be picked up at the Supervisors Lancaster office. He gave an update on Cactus Creek and spoke about the relocation of residents.
- Deputy Martinez Report – June Crime Stats: 0 -part one crimes, 2 property crimes.
- Council Election – There are 6 council seats open for election this year. The following seats: Jeremiah Owen, Don Laird, Pam Wolter, Jacki Ayer and two empty seats. Applications will be available on the ATC website. TBA they will be placed at businesses around town.
- Catholic Church of Acton – The architect went through the master plans for the church It is being planned in four stages for funding and strategy reasons. Questions were asked during and after the presentation. They were asked if there were any plans for the remaining property and they answered for now plans are for it to be kept rural. Jacki spoke about the concerns that it is not western style and asked if there are bells that they not toll. Jeremiah asked about the lighting. They answered that the lights were compliant with the Dark Skies Ordinance. They were asked about any signage and they answered that there were no plans as of yet. Pam asked about the total square footage. The total footage is 21,690 sq ft They were also made aware of the proposed changes to the SEA. They were asked what their estimated start time is. They announced they will have to do reports, take comments, and public hearing etc… Then they will do all the infrastructure before any building would start. Another question was about where the retention basins will be and what they will look like. None of that is set in place yet. The plans are on the Acton Town Council website (actontowncouncil.org) and public comments are welcome. The ATC needs community input to steer our response to the project.
- Fueling Station Ordinance – The ATC received an email this afternoon from the Department of Regional Planning that the ordinance is going to be revised and has been taken off the calendar. There are items in the current draft that the ATC is in favor of. They include the requirement for gasoline fueling equipment to be more that 50 feet from homes and sensitive uses, a CUP for all gasoline fueling stations, and a CUP is required for hydrogen and CNG fueling stations and travel centers in VHFHSZ areas. Jacki Ayer made a motion that the ATC submit a comment letter expressing what we like in the Draft Ordinance. Don Laird 2nd the motion. The motion carried.
- Regional Planning Response to ATC Letter from 9/23/2025 – The ATC received a response letter to a letter we sent to Regional Planning in September 2025. We asked why the County was accepting applications for development on properties with active land use violations when Section 22.02.070 states applications shall not be accepted under such conditions: and why the County was accepting applications for development on -DP designated parcels which were completely contradictory to the development program for which the zone change was approved. Their response to the first issue is that an application can be accepted where violations exist if the Director considers the use to be consistent with the General Plan and essential for public convenience and welfare and that this determination need not be in writing. However this process requires the property owner to apply for a Clean Hands Waiver and if the waiver is granted it sets forth conditions that the property owner must consistently meet. In response to the second issue, DRP states the project does not have to reflect the development program that was proposed to secure the zone change and that the only requirement imposed by the -DP zoning designation is that the developer must obtain a CUP; the development can be nothing like the development program that was committed to when the zone change was approved. DRP’s Interpretation Manual says the exact opposite. A response letter is warranted . It needs to address the Clean Hands Waiver and -DP zoning requirements, including all relevant court cases and regulatory zoning histories.
- Modification Ordinance Update – Jacki and Don attended the Regional Planning Commission hearing on June 17, 2026. After arriving Bruce Durbib from Regional Planning approached them and stated that the ordinance had been modified to incorporate all the changes we and other commenters requested, The modified ordinance has not been posted.
- Proposed Expansion of KOA/Action RV Park – An application has been submitted for a new CUP to expand and continue operating the facility that was formally known as the KOA Campground. The CUP that was issued in 2006 only allowed for them to operate 3 months out of the year. It is operated all year, The CUP has expired so they are operating without a permit, The County has never enforced any permit conditions. Jacki went over more problems with the facilities lack of permits for the septic and leach lines, and the RV storage in the floodplain. Deputy Martinez stated that everyone on site is a resident and it is not functioning as an RV park. He indicated that he could send us Sheriff Incident Reports generated from complaints from the property and that Oscar Gomez from DRP should be able to send all their complaints filed by residents,
- BESS Update – The CEC has granted the Angeleno developer an extension on the schedule, so the DEIR and Staff Assessment was pushed from the end of June to the end of August. Also it appears that the developer of the Compass BESS in San Juan Capistrano currently under review by the CEC has indicated it will be relocated due to its close proximity to homes. Acton should be able to use this same leverage.
- Minutes – The June minutes were passed out and will be voted on next meeting.
- Committee Reports – The following committees had reports. Education Committee – Don reported that the School Board is looking for people to run. We were asked if we would ever host a candidate forum and after discussion the following motion was made. Jacki Ayer made a motion that the ATC would be willing to host a Candidate Forum for the AADUSD School Board. Don Laird 2nd the motion. The motion carried. Emergency Response & Disaster/Resiliency Plan – Pam is setting up to determine what is in the containers at the Forest Service and Community Center. It was brought up that any CERT materials could belong to the Fire Department. Don’t throw anything away before speaking to Deputy Martinez. Beautification/Illegal Dumping – Tammie Necessary reported that they are continuing clean up and have had recent clean ups from a grow house and possibly a contractor.
