Acton Town council Meeting Minutes, October 4, 2021 Approved

  1. Call to Order, Flag Salute, & Roll Call – The meeting was called to order at 6:33 pm by President Jeremiah Owen.  Followed by the Flag Salute.  Members present – Pam Wolter, Jeremiah Owen, Jacki Ayer, Troy Pieper, Tom Costan and Kelly Teno.
  2. Community Comments – Non Agena Items – A resident asked why Acton can’t get quiet zones for trains since all 5 Supervisors are on the Metro Board.
  3. Correspondence – Jacki announced all the free dumping days for the County, they will be posted on the ATC website.  A MCUP project, a 10,000 square foot commercial building.  The ATC asked Regional Planning about the project and they are also concerned and will look into it.  There is a grant opportunity for trails.  It is a State grant funding.  The ATC received an email from a resident concerned about people living in RV’s on vacant land, there are pipes going into the ground for waste.  We forwarded the email to Regional Planning and they are looking into it.
  4. Tom Lakey Rep Carlo Basail – SB9 & SB10 is gun legislation.  UC Davis Center for Gun Violence will now have the right to know who has purchased a new purchase of a gun and ammunition, and track gun violence.  They are a research group on the UC Davis Campus.  This does not affect Acton.  SB8 – State control of zoning and we are already zoned.  SB9 – Does not apply if a parcel is not in an urbanized development, which is done by census cluster.  SB10 – All has to be in urbanized areas and have high quality transportation or jobs rich area.  Has to be at least 1/2 mile from transportation.  Local government will have to pass an ordinance to allow it.  Jacki Owens, Congressman Mike Garcia’s representative spoke about the great divide in Washington.  They did not pass Bill NDAA that would bring jobs to our area.  She reported on the grow house issue.  The congressman is concerned about the LA County Sheriff budget cuts.  Since narcotics funding is through the DEA, he has asked them to remove the cap so the deputies can continue working overtime.  The grow houses take about 5 million gallons of water a day out of our drought area.
  5. Sheriff’s Community Advisory Committee – Our representative, Marci Calloun, reported to bring all complaints to her and she will bring them to the Sheriff.  She joined the committee to be our voice to the Captain.
  6. SB10 Carve Out – None
  7. Trash Franchise – We need to come back with more information for the County with what our community wants in a franchise.  We need the options given to us.  Examples – How many calls will they take a month?  Trash can sizes?  Pick ups for appliances etc… or local places to take these items?   Jeremiah made a motion to write a letter to Department of Public Works, cc Supervisor Barger, detailing a list of wants for the upcoming franchise trash service while also requesting a list of possible services (service menu) that was previously promised.  Jacki 2nd the motion.  The motion carried.
  8. SCE- Moving Forward – The ATC is off the list for getting notices, residents have reached out about not getting notified also.  The ATC will reach out to Edison and find out why.
  9. Disaster Recovery Ordinance – The ordinance is going to Planning Commission hearing on October 27, 2021.  Jacki spoke about the changes to the ordinance and things taken out that we opposed.  It seems the ordinance will not really address what it needs to.  Jacki will send the motion.  Jacki made a motion,    Tom 2nd the motion.  The motion carried.
  10. Water Plan – The County has been working on the plan for a while.  So far Department of Public Works has not reached out to rural communities even though we have asked for them to.  Jacki will send the motion.  Jacki made a motion,  Tom 2nd the motion.  Motion carried.
  11. Climate Vulnerability Assessment & Safety Plan – This is part of LA County General Plan.  Since summer we have been waiting for the report to come out.  Climate Plan is county wide and the Safety Plan is rural.  We are afraid the county wide plan won’t apply to rural areas.  We have been told it will be out next week but there will be no comment time period.  Jacki  Ayer made a motion that the ATC comments on the CVA and that we submit those comments to the CEO, DRP, and the Supervisor’s office so that they will be factored into the Safety Element.  Tom Costan 2nd the motion.  The motion carried
  12. DOE RFI – We are asking for information on the Utility Scale Solar Plants.  Cited the Solar Studies Report , where they got the 5 million acres needed.  Jacki Owens from Mike Garcia’s office asked if we would want them to help to get someone from Acton on the Committee list.  Most of the people on the current Committee List will benefit monetarily from large scale solar.  Tom made a motion to put in Jacki Ayer’s name for the committee.  Troy 2nd the motion.  The motion carried.
  13. Trails – Jacki described how Parks and Rec got involved having meetings.  They are working to get the trail through the South open.  Our big question is how are they going to work with other agencies to achieve the goals and policies of the AV and General Plans.  They want the riders that are out mapping trails to put them on the County GIS.  Jacki stated that we need to know how to do this.  It seems that we are moving forward.  They will use this to map regional trails.  We have stated that we want connector and feeder trails also.  Another question is once everything is in the GIS what is the next step?  Lillian questioned about all the old mapping that had been done and what happened to it all.  Jacki has 4 of the old boxes given to her, but hasn’t had the time to go through them.  Lillian has 2 boxes from the old trails council.  January 6, 2022 is the next quarterly meeting.
  14. Education Committee Update – They have had 2 meetings.  Planning on putting a mission statement together and they will follow the ATC Bylaws.  They will be assigning someone to advertising.  They might call on Tom Lackey’s office for help since they know he is big on education.  Jacki spoke about the State Grant Program.
  15. Election – It was announced that we only received three applications for the four open positions.  Jacki made a motion to waive the election since we only received 3 applications for 4 seats.  Pam 2nd the motion.  The motion carried.
  16. Councilmember Comments – Pam reported that she paid for the P.O. box.  Jacki asked Chuck Bostwick about masks and the County opening back up.  She reported that everyone got quiet zones but Acton in the AVL project EIR.  Lancaster didn’t even ask for them.
  17. Unfinished/New Business – Jacki made a motion to support Supervisor Bargers motion for funds for illegal grows.  Tom 2nd the motion.  The motion carried.
