Acton Town Council Meeting Minutes December 4, 2023 Approved

  1. Call to Order, Flag Salute, & Roll Call –  The meeting was called to order at 6:31 pm by President Jeremiah Owen.  Present at the meeting – Jeremiah Owen, June Perkins, Jacki Ayer, and Kelly Teno.
  2. Community Comments –  A resident spoke about the concern on Nextdoor about party houses.  Resident expressed their concern about the Taco Trucks on Antelope Woods.  The concerns are that they are now using BBQ’s and are too close to the brush line; we are coming into windy season; they are dumping coals too close to the brush.  They spoke about Barger’s office not returning calls or addressing their concerns.  It was suggested that residents park trucks and trailers there and make it inconvenient for them.  A resident who had previously brought plans in that were approved, wanted to know our review status.
  3. Announcements & Correspondence –  All the upcoming events for the Antelope Valley were announced.  We received a letter from the Pearblossom Town Council asking to support their effort for Joshua Tree protections.  Can we put this on the next agenda?  We received a followup to our inquiry regarding residents unable to access the household hazardous waste and e waste disposal facilities during their scheduled operating hours.  We were told the facilities were only closed on the Saturdays for Labor Day weekend and Columbus Day other than that they were open.  We received notice from the “Director of Digital Equity for the County of Los Angeles”.  She is “collaborating with regional city leaders and community partners to implement intergovernmental and countywide coordination to deploy broadband and digital inclusion activities throughout Greater Los Angeles”. This effort includes the development, implementation, and management of the County’s new Intergovernmental Broadband Coordinating Committee (IBCC).  Jacki asked if we should put this on the agenda and become involved.  There is a new shelter facility being open for the winter at 38626 Ninth Street East south of Avenue Q in Palmdale.  It will be open from 5:00 pm to 7:00 am.  We received notice of a new Multifamily Residential parking Ordinance.  Anyone wanting information contact the ATC to forward it to you.  We are now on week 4 of our records request seeking the traffic study and other pertinent information pertaining to the 2 new fast food businesses proposed for Sierra Highway and Crown Valley Road.  They will get information to us by December 21, 2023 which is 7 weeks to get records which are available electronically.
  4. Representative Update – None
  5. Library Report – Library App has been updated and can now easily search events.  December events were announced.  library will be closed January 1st and 15th.
  6. Sheriff’s Report – Deputy Martinez reported that they already have Letters of Agency for most of Antelope Woods and advised everyone to be careful when talking to the Taco Truck Owners.  It was discussed the need to get the County out to talk about the new Vendor Ordinance.  Residents spoke about the loud party houses; the music and noise until 4 am; residents have called the sheriff station and asked for an incident report like they have been told to do and nothing has been done.  Some have been advertising their parties.  Jacki spoke about the Short Term Rental Ordinance.
  7. Park Report –  County Parks has come back with Acton’s Needs Assessment, which is next to nothing.  Jacki spoke about the Measure A funds that have been given to the small community of West Puente Hills.  The ATC had a call with County Parks; Jacki spoke about our concerns with the Needs Assessment.  The county expressed that the hardest part is getting the land; they would need at least 5 acres.  We reported that we don’t need a full aquatic center, that a pool/splash pad would be sufficient.  The County Parks leader stated that pools are 1 for every 100,000 residents; Jacki stated that it is 1 for every 20,00 residents.  It was suggested that the ATC needs to work with the School District on a joint effort.
  8. Battery Update –  The ATC  and Ruth Brock, Acton Tasks Action received a phone call from Supervisor Barger’s office about delaying the December 18th hearing.  The County felt that since it was the week before Christmas Acton may not be represented.  Ruth assured them that Acton was going to be well represented.  Ruth is still planning on everyone going.  Donations are still coming in.  Jacki Ayer made a motion to write a letter in support of the appeal of the NOE.  June Perkins 2nd the motion.  The motion carried.  The City of Burbank has just approved a large battery facility that will use the flow battery technology.  These battery technologies are not susceptible to thermal runaway.

  11. Councilmember Comments – June spoke about the fire at the Presbyterian Church
  12. Committee Reports – The following committees had reports i. Utilities – We were not able to provide comment on the October PSPS.  k. Emergency Response & Disaster/Resiliency Plan – June reported that Santa Clarita is an active covid site.  l.  Beautification/Illegal Dumping – Tammie Necessary reported that they never run out of trash dumps.
