- Call to Order, Flag Salute & Roll Call – The meeting was called to order at 6:30 pm by President Jeremiah Owen. Present at the meeting : Jeremiah Owen, Don Laird, Pam Wolter, Jacki Ayer, and Kelly Teno
- Community Comments – A past Councilmember asked if we would like to have old records that are currently in his possession. The ATC answered yes and would contact him for a good time to pick them up. The Events Manager at Bloom Ranch brought peaches to the meeting for people to take and enjoy. She has plans to continue coming to meetings. A resident expressed his interest in joining the Acton Town Council. He was directed to where to find the application. He was also thanked for his interest.
- Announcements & Correspondence – The ATC received an email from an Acton resident in support of the Catholic Church project. The draft combined BESS Ordinance and revisions to the Renewable Energy Ordinance was released along with the Draft Environmental Impact Report (DEIR). Public comments are due September 17, 2026. Jacki requested for this to be placed on next months agenda. In a few weeks the Staff recommendation and the DEIR is slated to be released by the California Energy Commission (CEC) for the Angeleno BESS project aka the Prairie Song BESS; I recommend we place this on the next agenda. Upcoming local events were announced.
- Library Report – The Friends of the Library events were announced. The events can be found on the library website. Library will be closed on Labor Day.
- Representative and Agency Updates – Chuck Bostwick from Supervisor Bargers office announced the Waste Management dumping vouchers. He also announced the upcoming meeting on the Renewable Energy Ordinance REO.
- Deputy Martinez Report – Announced July Crime Stats. There were 0 part-one crimes and 2 property crimes. There was discussion about the movement of the food trucks in town.
- KOA/Action Camp – Jacki gave an update on all the violations at the site. Per County Code, Regional Planning is prohibited from accepting an application for any entitlements on the property without a Clean Hands Waiver, which has not been issued. Last month the ATC wrote a letter to Regional Planning , with a follow up to Director Bodek. The letters addressed the importance of not accepting applications for development on property that is in violation of the Zoning Code. Both letters have not been answered. Ruth Brock from Acton Takes Action spoke about Senator Valladeres getting involved. Jacki Ayer made a motion to reach out to Supervisor Barger and her staff to address this concern of accepting applications on properties with violations. Don Laird 2nd the motion. The motion carried.
- Proposed storage facility on Soledad Canyon Road near Crown Valley (APN 3209-002-032) – The Operations manager at the proposed JCT facility gave a presentation and showed pictures of completed projects and spoke about what they want for the community. They showed pictures of fencing projects completed for properties in Acton. The proposed property is at 3435 Soledad Canyon Road. The owner has been in Acton for a long time and has history here, Jacki spoke about the Western look and the possibilities of a trail dedication.
- Cannabis Ordinance RPC Hearing August 26, 2026 – The Acton Town Council gave extensive comments, which included changes to Title 22 and Title 8. It is going to hearing but nobody has seen the proposed changes, so it is not clear how the ordinance delivers on promises made by the EIR. Jacki spoke about all the issues, problems with the impacts and their mitigations of the ordinance. The ATC needs to send someone to Regional Planning Commission. A resident brought up that we should write a letter about Regional Planning not posting their report in a timely manner before the hearing. They make it difficult to comment on the report before the hearing.
- General Plan Tune Up BOS Hearing October 27, 2026 – This has been taken off the calendar. Jacki went on and gave history on this Tune-up and comments the ATC has made. Jacki spoke about the take aways from the plan and the ATC comments . Jacki Ayer made a motion that we ask for a meeting with Supervisor Barger and/or her staff to work out the problems with the proposed revisions to the General Plan, Don Laird 2nd the motion. Motion carried.
- SEA Ordinance – Jacki explained her take aways from the proposed ordinance. She went over some of the definitions and the issues for property owners if the ordinance passes the way it is written. In the proposed revisions property owners could have to give up rights to use up to 70% of their property. There is a meeting to go over all this and answer questions for property owners this Thursday. Jacki announced the date and time.
- DPW efforts on traffic safety along Sierra Highway – The ATC and residents at the meeting all expressed their gratitude for the efforts of the Department of Public Works and their implementation of red cubs and no parking signs along Sierra Highway. Ruth Brock from Acton Takes Action gave more background on the efforts. It was brought up that we should write letters to Supervisor Barger thanking them. Jacki Ayer made a motion to write a letter of appreciation to DPW and send it to Supervisor Barger and Director Pastrella and in particular identify Stephan Dykstra, his colleagues, Arit Chandra and Josie Guiterrez for their diligence, professionalism, and constant assistance in addressing traffic and safety problems in Acton. Don Laird 2nd the motion. Motion carried. Josie Guiterrez from DPW was asked about the proposed tree planting along the fence line up to the Junior High on Antelope Woods Road. She confirmed they would be planted.
- AADUSD Annual Welcome Back Breakfast Invitation, August 11, 2026 – The ATC will have two representatives attending, Don Laird and Pam Wolter. This will take place on August 11, 2026, 8:00 am at Vasquez High School.
- BESS Update – Ruth Brock from Acton Takes Action reported that she has been busy refunding overage donation money from the lawsuit. Most people want to re-direct their donation and Ruth has suggested the ATC to help with our expenses. The REO/BESS Ordinance is out and comments are due September 17, 2026.
- Minutes – Jacki Ayer made a motion to approve the June 2026 meeting minutes. Don Laird 2nd the motion. The motion carried.
- Committee Reports – The following committees had reports: Education Committee – Committee Chairman Don Laird announced that school starts August 12, 2026. Planning and Coordinating – Committee Chairman Jacki Ayer reported on the court hearing on Cactus Creek. The judge seems to really want to finish. If Cactus Creek owners are a no show on August 5, 2026, the judge will call it a no show and will rule. Finance Ways and Means – Committee Chairman Pam Wolter announced that financials are in good shape because of the redirection of BESS lawsuit overage funds. The ATC is very thankful. Utilities – Jacki Ayer made a motion to write a letter to Congressman George Whitesides in support of keeping AM radio in cars. Don Laird 2nd the motion. The motion carried. Beautification/Illegal Dumping – Committee Chairman Tammie Necessary announced that the task force cleaned up Sierra Highway from Crown Valley Road to Santiago. Most of the trash was from the Food Vendors. They are cleaning up next time close to the schools. In all their cleanups they are finding lots of car parts left from accidents. Chuck Bostwick from Supervisor Bargers office told them to let the CHP know because they contract the tow trucks that are under contract. They are supposed to clean up all debris. Traffic Safety – Jacki Ayer made a motion to write a letter of support to Supervisor Barger with pictures for an ordinance that enforces State law regarding pop up food vendors and in particular address fire concerns with open flame burners and generators, trash, traffic safety and pedestrian safety. Don Laird 2nd the motion. The motion carried.
