Acton Town Council Meeting Minutes, May 20, 2019 Approved
- The meeting was called to order at 7:04 pm by President Jeremiah Owen. Present at the meeting: Pam Wolter, Jacki Ayer, Jeremiah Owen, Tom Costan, and Kelly Teno.
- Community Comments – A resident brought up concerns about the crime happening around and at the Community Center. The boy scout troops holding their meetings there have been told they can no longer go outside because of drug paraphernalia being found in the parking lot and drunk individuals being there. Deputy Martinez assured us that this is on Captain Schaffer’s radar. We asked the sheriff for more patrol of the area. The Sheriff Substation has passed County Counsel and is moving on to the next phase.
- Minutes of the last meeting – Tabled not everyone was able to get to them.
- Announcements and Correspondences – The ATC received an email from a resident who was unable to be at the meeting and wanting to show his support of SB – 415. We received an email from Chuck Bostwick with attachments regarding community meeting in the Antelope Valley concerning new voting procedures for LA County to comply with the State. Jacki received letters from residents on Saturday at the Film Meeting and she will scan them and send them off to Chris Perry.
- Councilmember Comments – Pam received several calls about real estate directional signs. Pam first tried to contact the agents. Not all agents agreed to take down their signs so she will contact the agencies. Discussion included the road hazards these signs can have. Donna Termeer took down some specifics on roads and will look into it. Deputy Martinez said we might look into the large road mirrors. Jacki received a notice from Edison which came on Friday but she did not read it until this morning about power outage in her area. She felt our community needs more advanced notice of outages. After a lengthy conversation with Edison and getting no where she would like this put on the agenda. Tom announced the new fire station captain came by to look at weed abatement and he was very nice. Kelly asked if anyone knew what the red helicopter that seems to be hovering over different areas is about. It is Edison doing an inspection of every pole.
- Eagle Scout Project – Aiden Vidic from Boy Scout Troop 145 came and gave a presentation of his Eagle Scout Project. His presentation was about new Welcome to Acton signs. He presented everyone on the council and the audience with his handout showing his specifications for the proposed signs. He will be building the signs and for safety reasons the County will be installing them. He had samples to pass around of metal with different finishes, the treated lumber, and a mock up of the size and proposed wording for the sign. He is asking for suggestions from the community on colors and what the sign says. He has already presented to the Chamber of Commerce and they are sponsoring him. Questions and suggestions from the audience included: Is there a plan for who is going to maintain the sign? He plans to give it durability. He was asked to talk to the Lions Club and find out how they maintain their sign and come up with a plan. Someone suggested doing a contest to come up with the wording. The ATC should ask the community for feedback. Tom Costan made a motion to write a letter of support for Aiden Vidic’s Eagle Scout Project to the County. Pam Wolter 2nd the motion. The motion carried.
- Community Film Meeting – Jacki and Kelly attended. Chris Perry from the County MC’ed. There were people from CEO’s office, Regional Planning, Public Works, and a large group from the Fire Department, Sheriff Department and CHP. They gave a presentation of how the film process works. The meeting was really a listening session and no specific questions were answered that involved film shoots just general permit process. They spoke about how film monitors can’t stop a film shoot but the Sheriff can. Film LA is going to come out to talk to the sheriff’s about enforcement and training. There was a discussion about questions that came up at the meeting and identified that there was a large gap between the Community, County and Film LA. The ATC asked Donna Termeer to let the County know that if they are writing a Film Ordinance we should be in the discussion from the beginning, we would bring the balance. Donna will get Jacki’s unanswered questions from that day from Gary Smith.
- AT&T Tower Discussion – The coverage maps for the proposed tower have been up on our website for a few weeks and there has been no feedback. There is not a significant difference in coverage from 65 feet to 40 feet, at 70 feet there is a bigger jump in coverage. Jacki Ayer made a motion to write a letter in support for a 40 ft tower that is a water tower not pine tree. Tom Costan 2nd the motion. After discussion Tom Costan asked that we add to support it with First Net, and at a 40 foot height because it is the same coverage at 70 foot. The motion carried.
- CSD Concept Draft – The concept draft is up on the County webpage and they are asking for community comments. ATC CSD Committee meeting May 23, 2019, 4pm at the Library
- SB-415 Vehicles:Trailers – We received an email from a resident voicing support for the senate bill. Jacki Ayer made a motion to write a letter of support for SB – 415. Tom Costan 2nd the motion. The motion carried.
- Captain Schaffer Meeting – Deputy Martinez reported that the captain says we are welcome anytime at the station and to contact his secretary Linda to set up a time.
- Unfinished/New Business – On Cactus Creek the County has done as much as they can and they are deferring to the State. Health Department says it is a septic issue, they are running sewer where they want. The SEA Ordinance is going to the BOS on May 28, 2019.

- Adjournment – 9;30 pm
