Acton Town Council Meeting Minutes, July 7, 2025 Approved

  1. Call to Order, Flag Salute, & Roll Call – The meeting was called to order by President Jeremiah Owen at 6:36 pm.  Present at the meeting – Jeremiah Owen, Pam Wolter, Jacki Ayer, Don Laird, June Perkins and Kelly Teno.
  2. Community Comments – A representative from the AV Resource Conservation District came and announced free July/August Smart Gardening Virtual Classes.  Find the class schedule at CDRCD.org.  A resident spoke about a Detox facility that has been opened in a neighboring home.  They spoke about the ongoing issues.  They have filed a complaint, written a letter to Senator Valladeres.
  3. Announcements & Correspondence –  We have received emails from residents concerned about people living in RV’s either on the streets or in storage areas. Vasquez High School Cross Country Team’s annual clothing drive fundraiser is going thru July 25th. CalFire is finalizing their Zone 0 regulations.  They will be completed by the end of the year.  They are not providing any flyers or outreach so if anyone wants more information send an email to the Acton Town Council and we will forward what we have.  We received a response from SCE regarding our request for a community meeting to discuss the PSPS from this past January.  They sent back the date of August 18th in the afternoon.  After discussion it was decided that the meeting needed to be in the evening to get more residents present. We received a response from Director Bodek regarding Cactus Creek.  The state is processing a nuisance abatement referral to the District Attorney for civil abatement.  She indicated that staff is working with the County’s Homeless Initiative Team to find shelter for the current residents. The County is making changes to provisions of the Subdivision and Zoning Ordinances that pertain to housing.  The County is updating the exiting Dark Skies Ordinance.  Two flyers about dark skies have been posted to our website.
  4. Library Report – Upcoming events for July/August were announced.  You can see these events on their website.
  5. Representative Update – A representative from CA senator Valladeres spoke about the budget update of 321 billion.  7 billion will come from the Rainy Day Fund and more from other funds.  The ATC recieved additional information from Senator Valladeres, that six of her bipartisan bills have advanced.  Included in these six bills is the Homes for Heros Act, and the Cheaper Fuel Blend Act.  The ATC inquired about having a Detox Rehab and legislation for protection for neighboring homes.  The representative from US Representative Whitesides office announced that they were pleased to have the ATC at their office.
  6. Deputy Martinez Report – No Stats.  Deputy Martinez addressed calls about ICE being in Acton.  He explained that the major crimes team has unmarked cars / and wear masks when they issue a warrant.  The sheriffs department is continuing to work on the RV’s that are parking illegally on the streets
  7. Primo Burger Public Comments – A Notice of Intent has been issued.  They have prepared a mitigated negative declaration and state that the project will have no traffic impacts.  Jacki gave background information for the previous project and spoke about the traffic analysis.  Jacki Ayer made a motion to write a comment letter in response to the NOI addressing the ATC concerns. June Perkins 2nd the motion.  The motion carried.  Comments are due July 12, 2025
  8. Invitation to meeting on Maathai BESS –  The ATC has been invited to attend an informational meeting about the Maathai BESS Project on August 12, 2025 at AV College.   Time is not known.  The ATC is going to ask for the to be at 2pm and also ask why at AV College and is the meeting private or open to the public.
  9. BESS – Ruth Brock from Acton Takes Action gave an update on the lawsuit.  The BESS project known as Avantus has been rebranded and has applied for approval through the CEC process.  Jacki Ayer made a motion to send an initial letter with preliminary comments and remain engaged in the CEC Prairie Song Docket.  Don Laird 2nd the motion.  The motion carried. 
  10. 4th of July Parking –  Don Laird showed a video he made of the parade.  We spoke about how parking way early in advance of the parade has gotten out of hand over the years.  Can some guidelines or should some guidelines be put in place.  Maybe work with the committee, sheriff, and county.
  11. Minutes – June minutes were passed out to everyone.
  12. Community Comments – The following Committees had reports. ARTC – last meeting they spoke about a group of astronomers that want the Dark Skies Ordinance strengthened.  Planning and Coordinating – It appears that Regional Planning continues to accept applications for projects on properties that have existing violations.  This violates the County Code which prohibits the accepting of development applications on properties where violations exist. This makes the code meaningless.  We should address Director Bodek with an email pointing this out.  Trails, Open Space, and Recreation – Jacki will reach out to Parks to discuss different dates for a meeting to discuss park funds for Acton.  Utilities – The question was asked what should we tell SCE in response to their offer to a meeting on August 18, 2025 in the afternoon.  This meeting is for residents to hear about and ask questions on the January 2025 PSPSAfter discussion it was decided that the meeting must be in the evening and SCE must put it together.  Traffic Safety – Asking everyone to take the survey on Vision Zero.
