Acton Town Council Metting Minutes, October 7, 2024, Approved
- Call to Order, Flag Salute, & Roll Call – The meeting was called to order at 6:32 PM by President Jeremiah Owen. Present at the meeting: Jeremiah Owen, Pam Wolter, Jacki Ayer, June Perkins and Kelly Teno.
- Community Comments – A resident spoke about a property that she had questions on and announced she sent those to Tina Carlon at Building and Safety. The property that she questioned has an billboard on it and this should be placed on our next agenda. A resident spoke about the land where the helipad is and that it has been purchased by Hecate LLC. It is where the Mathai BESS is proposed.
- Announcements and Correspondence – LA County free disposal dates announced
- Library Report – Upcoming events were announced. Library will be closed October 14th. Currently they are working with Public Health for a Free Immunization Day.
- Representative Update – Jacki Owens from Congressman Mike Garcia’s office spoke about keeping watch on the BESS project and keeping briefed on it. She spoke about the use of NASA Technology and going after wildfires from unmanned aerial technology. There is a bill for tax relief for Chichita Landfill property owners.
- Sheriff Report – Year to date – 10 part one crimes, 61 property crimes. Deputy Martinez spoke about doing a vendor sweep on all food trucks and tents. The food truck in front of Don Chato is legal. At the pop-up tents all that can be done is have their food taken away, they feel they may have some cartel ties that give them a heads up when the County is checking. A resident asked if the time for parking can be limited, maybe 2 hour parking signs on Antelope Woods. Residents in town have purchased a used RV for the homeless woman but she refuses to move to homeless parking in Lancaster.
- Kip Mueller – He introduced himself and announced he is running for State Senate. After he spoke about why he is running and what he hopes to do he listened to the concerns of residents.
- Illegal Solid Waste Disposal – This is a topic from ARTC meetings. there are 4 properties in East Lancaster that are being used as a dump. Waste haulers are bringing organic waste and dumping it on the property and calling it mulch but it is trash. The responsibility is the property owners’ so Cal Recycle is refusing to go after the haulers. The ARTC sent out a notice asking residents to comment at the Board of Supervisors Meeting.
- Cannabis Ordinance – The Draft ordinance is out and they are taking comments. Comment period ends November 15th. We need to make comments, Acton has more industrial property where these businesses can go and not enough buffers and no limits on micro businesses.
- Cactus Creek – See Jacki’s notes to write Jacki Ayer made a motion to write a letter……. June Perkins 2nd the motion. The motion carried.
- BESS Update/Franchise Agreement Hearing Oct 8 – The Board of Supervisors hearing for the Franchise Agreement approval for transmission line is tomorrow. If they adopt they have 20 to 60 days to formally adopt the ordinance.. The lawsuit hearing is October 17th.
- Cali Lake – See Jacki’s notes to write
- St. Mary’s Catholic Mission – A representative came to ask if the motif was changed from the Western Style that the ATC already approved of, to Spanish Mission would we still approve it? We need them to come do a presentation on new design project and submit plans for community comments.
- Election – Kelly Teno Made a motion to waive the election due to not enough applicants to the vacant seats. Jacki Ayer 2nd the motion. The motion carried.
- Minutes – Minutes from the last meeting were passed out
- Councilmember Comments – Pam spoke about an event at the Buddhist Temple and asked if we had approved to write a letter about them needing a Temp Use Permit. Jacki spoke about the new Homeland Security Policies for international travel. June spoke about the Health Department Event she attended, Short Term Rentals and upcoming election days in November.
- Committee Reports – The following committees had reports. Planning and Coordinating – Jacki spoke about responding to an email from property owner inquiring on how he develop his property. We will ask community at the next couple meetings what they feel. ARTC – They are putting together a an Emergency response for rural communities and have asked Town Councils for community groups they can reach out to. Acton has The Acton Womens Club and The Seniors Group. Emergency Response & Disaster/Resiliency Plan – 3 Seniors attended CERT Training at the Agua Dulce Womens Club. June Perkins is attending Oct to Dec classes on Tuesdays.
