Acton Town Council Meeting Minutes, September 16, 2024 Approved
- Call to Order, Flag Salute, & Roll Call – The meeting was called to order at 6:31 PM by President Jeremiah Owen. Present at the meeting: Jeremiah Owen, June Perkins, Pam Wolter, and Kelly Teno. Zoom: Jacki Ayer.
- Community Comments – A resident asked about whether personal vehicles stored on a property with a house is considered an Accessory Use.
- Announcements & Correspondence – Jacki will send flyers to put on website concerning Bulky/Green Waste Disposal Days and road work to be done on East Sierra Highway.
- Library Report – Upcoming events were announced. The library is still a Cooling Center.
- Representative Update – None
- Deputy Martinez – August Stats: 337 calls for service, 2 part one crimes, and 7 property crimes. July is the month every year where the stats are corrected and part one crimes for Acton went down.
- Garbage Disposal District – The ATC submitted a comment letter to the County. June attended the meeting at the Library. She announced that the meeting was very structured. Waste Management was present. The audience was able to ask questions but no answers were given. Residents who attended this meeting reported that getting no answers to their questions made it difficult to give them feedback and comments. This has been an ongoing issue with the County, we have asked that there be community involvement and outreach, but they just seem to be checking a box. Jacki commented that the EIR (Environmental Review) needs to look at the disposal process and not just the hauling of trash.
- Bess Update/ Franchise Agreement Hearing Oct 8 – Ruth spoke at the Seniors Club about the BESS. On October 8th the Franchise Agreement will be on the Board of Supervisors Agenda. It is our time to speak, call in to speak, or write a letter. Ruth encouraged everyone to do this. All letters will go into the record. The transmission line is exempt from CEQA as a stand alone project and also in conjunction with the BESS. Jacki brought up filing another protest. Jacki Ayer made a motion to look at the package and file another protest. June Perkins 2nd the motion. The motion carried. Residents of Acton have been receiving letters from Hecate asking for their support of the Franchise Agreement and they have even offered to write the letters for them. It has been confirmed that the batteries for the project will be Lithium Iron Phosphate. These batteries will still have thermal runaway and will be toxic. The third BESS facility out of the four in the San Diego area has caught fire.
- Elections – 2 applications have been received. June Perkins and Pam Wolter. Kelly asked Jeremiah Owen and Jacki Ayer to turn in their applications. With all the applications we will still have 4 empty seats. Kelly spoke about the possibility of going to one meeting a month instead of two to help entice more people to apply because maybe it won’t seem so overwhelming.
- Minutes – Kelly Teno made a motion to accept the minutes for July 15, and July 19 with corrections. June Perkins 2nd the motion. The motion carried.
- Councilmembers Comments – June commented on Ruth speaking about the BESS at the Seniors Group and the seniors expressed that they would like to make a donation to Acton Takes Action. Ruth asked that they give the donation to the Acton Town Council. Pam confirmed we received their check.
- Committee Reports – The following committees had reports. ARTC – a representative from the ARTC announced that the Department of Health and Safety was passing out free gun locks to residents. He brought 50 gun locks for Acton. He also spoke about why Chuck Bostwick was not present at the meeting. It was because he was in Pearblossom, because they are trying to stop a rapist from being placed there. Bylaws – A review will be done after election. Emergency Response & Disaster/Resiliency Plan – June reported that she attended Assemblyman Lackey’s program on retail theft and all the improvements and preventative things they are doing. She also attended the Disaster Expo in Los Angeles.
