Acton Town Council Meeting Minutes, November 18, 2024, Approved

  1. Call to Order, Flag Salute, & Roll Call – The meeting was called to order at 6:32 PM by President Jeremiah Owen.  Present at the meeting: Jeremiah Owen, Jacki Ayer, Pam Wolter, June Perkins, Don Laird, and Kelly Teno.
  2. Seating of New Council Members – Chuck Bostwick from Supervisor Kathryn Barger’s office swore in the new members, Don Laird, Jacki Ayer, Pam Wolter, June Perkins, and Jeremiah Owen.
  3. Community Comments – A resident spoke about the recent PSPS wind event and inquired if there was firewood available at the Community Center.  Another resident confirmed there reported wind data at 55 mph.  Another resident spoke about the promise to him from Edison to get him the tools to keep him on his oxygen during a PSPS event.  He has received nothing from them.  Councilmember Pam Wolter offered to work with him.  Another resident spoke about a violation at their house by Dan Geringer from the County.  They are the house that does it up for Halloween and Christmas and allows people to tour their property.  They were told they can’t do this because they ask for donations to help with costs along with wear and tear on items.  They also can’t advertise the event.  The Sheriff treats it as an unpermitted event.  They have had one neighbor complaint.  The resident was advised to ask the County what the violations are and the code for the violations.  We should put this on the next agenda.
  4. Announcements and Correspondence – Jacki spoke about the 14 freeway improvement project.  There were three scoping meetings, 1- Santa Clarita, 1 – Palmdale, and 1- Lancaster.  Even though Acton has the majority of the work on our sections of the freeway, there was no scoping meeting in Acton.  We are soliciting comments from the community to include in a comment letter.
  5. Library Report – The upcoming December events were announced.  The Library will be closed Thanksgiving Day and Friday.
  6. Representative Update – Chuck Bostwick from Supervisor Barger’s Office announced there is no Board of Supervisors meeting tomorrow.
  7. Deputy Martinez Report – In October there were 4- part one crimes and 2- property crimes.
  8. North Star Minerals – They gave an explanation what they are asking for and answered any questions.  They would also like to plan another tour of the mine.  The original letter the Acton Town Council wrote was from 2002 and they need a new letter for the amendment to their permit.  Jacki Ayer made a motion to reiterate our position from 2002.  Don Laird 2nd the motion.  The motion carried. 
  9. RPC Appeal – The hearing is this Wednesday, Jacki submitted a letter for the ATC today.  She asked if anyone would be able to go downtown for the Regional Planning Commision Hearing.
  10. Acton Takes Action has another bus to go downtown for the Board of Supervisors meeting for the vote on the Franchise Agreement.  The meeting is on November 26th and the bus leaves at 7:30 AM from the 76 Station.  There are still seats on the bus.    Lithium ION batteries are getting a lot of attention from the EPA, FEMA and Community Risk groups.
  11. Minutes – Will pass out all minutes at the next meeting so we can vote in January.
  12. Councilmember Comments –  We welcome Don Laird to the council.
  13. Committee Reports – The following committees had reports: Emergency Response & Disaster Planning – June announced that there was something on Facebook about the vendors in town.  She attended a CERT training.  Industrial Aesthetics – Jacki forwarded the NOV’s she received from Ron Hockman about his property.  It doesn’t make sense to go after only him because we have been trying to get the County to go after all the other outdoor storage in town that are operating illegally.  Ron Hockman spoke about doing a zone change to M-1.  It was discouraged since Acton has so much M-1 land.  He might keep his property nice but someone else will own it in the future.  It was suggested that he do a site plan.  This should be put on the agenda.
