Acton Town Council Meeting Minutes, December 2, 2024 Approved
- Call to Order, Flag Salute & Roll Call – The meeting was called to order at 6:28 pm by President Jeremiah Owen. Present at the meeting: Jeremiah Owen, Kelly Teno, June Perkins, Don Laird, and Pam Wolter, Jacki Ayer by zoom.
- Community Comments – Resident Ron Hockman spoke about the issues and violations he has had on his property. He has cleared all the items so violations can get cleared but he still can’t use his property. Place on the next agenda.
- Announcements & Correspondence – Tabled
- Library Report – Upcoming events and days library is closed were announced
- Representative Update – None
- Deputy Martinez – In November there were 301 calls for service which resulted in 1 part one crime and 16 property crimes.
- METRO – HWY 14 Project – Representatives from METRO came and did a presentation of their plans for Highway 14 Freeway Project. They are in the scoping period and then starting an environmental study. They took comments from the audience and announced they were taking comments through December 4th.Email comments to [email protected]. Jacki Ayer made a motion to write a comment letter adopting mitigation measures such as stop signs, quiet zones, and lighting. Don Laird 2nd the motion. Motion Carried.
- Regional Planning Update on Title 22 – Regional Planning updates Title 22 every year. This year they want to take out the provision we want left in. It seems that Section 22.02.070 is being removed. It is the only section in the zoning code that provides leverage needed to bring illegal, non-conforming uses into compliance when a landowner seeks an approval for a new entitlement. Jacki Ayer made a motion to write a letter to Kathryn Barger explaining our concerns with the section that has been removed and asking for it to be delayed so we can hear DRP’s justification. If delay doesn’t happen then we have to oppose the update. June Perkins 2nd the motion. The motion carried.
- Planning Commision’s resolution of our appeal – Tabled. The ATC has an issue with being heard at the Planning Commission.
- BESS – Ruth brock from Acton Takes Action announced that the Franchise Agreement was adopted at the November 26th hearing. The lawsuit can now advance. The pre-trial hearing is on January 16, 2025 and hopefully a court date will be set. Ruth spoke about other communities that are opposing Lithium Ion battery BESS facilities. Most of the comments are the same as Acton’s comments.
- Recognition of Congressman Garcia – June sent a Christmas card to Congressman Garcia thanking him for all he has done for Acton.
- Minutes – Kelly passed all the minutes out that need to be approved.
- Councilmembers Comments – Tabled
- Committee Reports – The following Committee’s had reports. Bylaws – will be visited after the 1st of the year. Emergency Response & Disaster/Resiliency Plan – June announced the Acton Agua dulce Shuttle from LA County. She passed out a Pool Lifeguard flyer. Film Coalition – No activity on the ordinance so Chuck Bostwick will check into it.
