Acton Town Council Meeting Minutes, June 27, 2022, Approved
- Call to Order, Flag Salute, & Roll Call – The meeting was called to order at 6:05 pm by President Jeremiah Owen. Present at the meeting – Jeremiah Owen, Pam Wolter, Jacki Ayer, Tom Costan and Kelly Teno.
- Community Comments – Carlo Basail announced that Tom Lackey is in session until this Thursday. He gave an update on bills. SB520 Water Water District Wildfire, co sponsored by Scott Wilk. SB505 sponsored by Skinner makes gun owners responsible for their own guns. Tom announced the Loss of Vasquez High School Principal. He asked everyone to make sure they go out and vote in November. They started a recall petition and Jacki asked if they had started a Public Records Request. Tom said they had.
- Correspondence – In October of this year Clean Power Alliance rates will switch from Clean Power to 100% Green Power. Rates will go up so you can contact them and say you want to remain on clean power. There have been reports of SCE helicopters around Vincent Hill. We sent a letter to EPA Health about the homeless encampment on Smith Street. Next month meeting the CA Department of Insurance will come talk about homeowner insurance plans. County was supposed to reach out to have talks about decarbonization and we have not heard anything. Since their deadline to report is July 12th we are getting concerned. Jacki sent an email today to Director Bodek and others letting them know we are aware of this and asking when the process will start.
- Climate Action Plan – Thuy Hua LA County – Thuy and Iris Chi gave an update on the CAP Draft 2045 Climate Action Plan presentation can be seen on website http://planning.lacounty.gov/climate/ Jacki spoke about issues she had found DEIR. Jacki made a motion to submit comments on the CAP. Pam 2nd the motion. The motion carried.
- SCE Wildfire Mitigation Update – Rochelle Silsbee – SCE – She gave an update on what SCE is doing in our area. 27% of Edison area is in the High Fire Severity Zone. They have been Hardening the Electric grid and infrastructure, covered conductor, fire resistant poles, protective devices, undergrounding, and microgrids. They have installed weather stations that monitor wind speed, temperatures and moisture in the air. They are partnering with local fire agencies and are on target to finish hardening in Acton/Agua Dulce. Jacki asked about being able to segment off Briggs Road where the winds were the highest. She spoke about the problems in the mapping platform. during the lightning storm last week it did not show the outage on the Pick Circuit. They were asked about all the helicopters this past week. They said they were looking for anomalies . Jacki spoke about all the issues for residents with helicopters in the past. We asked how to get our school district a microgrid. our school district had the most PSPS days in the State. What are the qualification to get in the program? Tom asked if the covered conductor was just for winds during fire season or during winter storms also. The answer was both.
- Garbage Disposal District for the unincorporated County communities of Acton, Agua Dulce, Quartz Hill, and those in eastern and western Antelope Valley – David Coscia, LA County Public Works – Jacki made a motion to write a letter commenting on the Garbage Disposal District Neg Dec. Tom 2nd after discussion there was an amendment to take out Neg Dec The motion with amendment passed
