Acton Town Council Meeting Minutes December 5, 2022, Approved

  1. Call to Order, Flag Salute, & Roll Call – The meeting was called to order at 6;31 pm by President Jeremiah Owen.  Present at the meeting – Pam Wolter, Jacki Ayer, Jeremiah Owen, Tom Costan, June Perkins, and Kelly Teno
  2. Community Comments – None
  3. Announcements and Correspondence – Short Term Rental Ordinance public meeting will be on December 13th at 7:00pm via zoom.  Need to contact Edison to ask why the only circuit in Acton to experience PSPS is connected with the Sand canyon Circuit which has finished its hardening.  Why is it still on PSPS list?  Announcement about the development of Downtown Acton flooding.  Announced library closure dates.  Questions were raised about a film permit and why road closures during peak commuting hours.  A notice was received  about an annual water rate adjustment in Water Works District 44. Their rate increase will be 5.8%, we are assuming it will also apply to WWD 37.
  4. Sheriff’s Report – In November there were 3 part 1 crimes and 16 property crimes,  There will be a control burn in the valley this Wednesday.
  5. Library Report – Library will be closed on the following dates December 8th, December 26th, and January 2nd
  6. LA County Department of Public Works – Ms Guiterrez spoke via zoom about the NOV process.  Also at the meeting via zoom- Oscar Gomez, Yosh Morisaku, and 3 others from the County.  An Overview of the process. 1- The county receieves a complaint by phone call, email, or letter. 2- the complaint comes to DPW and they go out to the property and conduct an inspection to see if the violation is going on. Regional Planning, and Health Department could go out if the complaint warrants.  3- explain the complaint to the property owner.  4- explain how to fix the violation.  5- work with the owner to fix issues.  6- If the property owner complies, they do another inspection and if all is good the NOV ends.  During discussion we spoke about specific property owners with violations that were cleared by inspector but the NOV’s remain on the property many years later.  Many property owners just keep getting more and more violations added to the original complaint.  Yosh Morisaku from Public works spoke about overlapping violations, their job is to enforce the Building Code and their goal is full code compliance.  He confirmed that DPW does do pick up violations and they put a NOV on a property when they confirm the complaint not after they have given the property owner time to fix the violation.  The discussion and questions continued but we were not getting any answers.  A decision was made to have follow up discussions and possibly set up a meeting with Oscar Gomez to discuss specific cases.
  7. Water Issues – Teri Alex gave a power point presentation on Water Works District 37 .  It included a drought update – we are going into our 4th year of drought. They are doing outreach for conservation which includes educating schools.  Acton fell short of the goal of 20% reduction.  The presentation also included Water Supply Challenges, Water Infrastructure Capital Improvement Projects.  Rate adjustments effective January 1, 2023.  A typical increase is 2-3% but 2023 will be 6.2% for WWD37.  Resources to help out with the rate increase include Low Income Household Water Assistance Program.  Jacki requested that information on the project be sent to the ATC so we can put the information on our website.  June will place a notice on Facebook.
  8. Project RPPL2022012554 (Proposed Fast Food/Gas Station) –  New Updates on this proposed project include – The project is proposed on a parcel permitted in the 1980’s and they are wanting to make changes to the parcel map.  This would be a map amendment. Reasons to get a map amendment include an error in map change and owner can’t comply with the way the map is.  This will require a public hearing.
  9. Wildfire Ordinance –  If this ordinance goes through the way it is written there will more than likely never be another subdivision in Acton.  There is no justification for the ordinance as it seems to prevent any type of subdivision.  The comment period has been extended and we need to ask for all their reasoning.  Tom made a motion to write a comment letter for the Wildlife Ordinance.  Jacki 2nd the motion.  The motion carried.
  10. Councilmember Comments – Tom spoke about Parade of Tables in Agua Dulce.  Kelly talked about what food everyone was bringing to the ATC Christmas Party.
  11. Committee Reports – High Speed Rail announced that comments went out on 5 sections of the DEIR.
  12. Unfinished/New Business – The next meeting will possibly be January 9, 2023
