Acton Town Council Meeting Minutes, August 1, 2022 Approved
- Call to Order, Flag Salute, & Roll Call – The meeting was called to order at 6:35 pm by Vice President Tom Costan. Present at the meeting – Pam Wolter, Jacki Ayer, Tom Costan, and Kelly Teno Absent – Jeremiah Owen
- Community Comments – Deputy Martinez gave his report. The month of June had 423 calls with 2 part 1 crimes and 5 part 2 crimes and property crimes. Carlo Basail the Representative from Assemblyman Lackey’s office made comments on the items Lackey has been working on . They included Grant for Homes for Families. To help veterans in Palmdale to get affordable homes. A college is looking at a breath test for cannabis. Jacki asked about the mandate that we will have all electric vehicles by 2030 in LA County. Carlo has seen no bills go through the state. Jacki made a motion to switch Agenda items 4 and 5. Tom 2nd the motion. The motion carried.
- Correspondence – Congressman Garcia voted in favor for the Honoring our PACT Act. If it passes it will allow the Department of Veterans Affairs to improve health care accessibility. There was a Daily Wire article that made it sound like everyone on private wells will have to register and pay a tax. Brandon Roque from senator Wilks office looked into it for us and found out the letters were only sent to people where the groundwater basin is in serious overdraft. No local residents should receive one. Crime deterrent poster are available “No Cash in Register Overnight” and “No Cash in Store”. Regional Planning has launched their Countywide Community Wildfire Protection Plan. There is a workshop August 3rd at 5:30 pm. Information is on our website. The Board of Supervisors has voted to abolish the citizenship requirement for County jobs. Illegal residents are now eligible for higher paying jobs. Supervisor Barger has issued a letter stating her opposition to the re-instatement of the mask mandate. Tomorrow the Board of Supervisors will vote on whether or not to put a measure on the November Ballot to amend the County Charter to allow the BOS to remove the County Sheriff from office with only a 4 vote action. In October, the Clean Power Alliance will be switching customers in Acton to the 100% green energy program. The CPA has a process where customers can switch back to lower cost energy. County events and free disposal days announced. Residents reporting 250 to 300 loads of dirt being delivered to a property up Hubbard. They are working at night with an excavator and water. They are making pads and slopes. It has been reported to the County. Carmen Makey from Fire Department wants to bring weather radios for residents to our next meeting. A flyer will be put on our website.
- June Perkins – Application for Appointment for Vacant Council Seat – June Perkins got up and spoke and answered questions. Jacki made a motion to seat June Perkins on the council. Pam 2nd the motion. The motion passed.
- Election Committee – A election committee was named for the upcoming November election. The committee will need to be Kelly Teno and Tom Costan since they are the only members not up for election. Jacki made a motion that the election committee be comprised of Kelly Teno, and Tom Costan. Tom 2nd the motion. The motion carried. Kelly will give Tom all the dates and number of seats open to update the application on our website.
- LA County Property Owner Issues (Resolving NOV’s etc) – Jacki sent an email to Oscar Gomez requesting a list of equipment that would not be allowed on Ag land. We need someone on the Council to help form a committee to work on the NOV issues. Possibly make a test case and ask RP and DPW what the steps are to solving it and getting it cleared off the record. Have the County define the process and how they will work with homeowners. Jacki made a motion to form a committee and get the County to define the NOV clearing process so it is not unbounded and then pick a test case. Tom Costan 2nd the motion. The motion carried. Tom said the County needs to show the basis for the NOV in their laws. Pam and June will start the committee and Kelly said she will help.
- Firewise – If Acton becomes a Firewise Community it will help residents to get fire insurance. The insurance agent who came to our last meeting and spoke would be willing to help us through the process. This needs to be on the next meeting agenda.
- Councilmembers Comments – Tom commented on moving forward with giving out residential accommodations for exemplary residents.
- Unfinished/New Business – Tom commented about the ATC put together a list of things we have asked the County for and things they have not told the whole truth about like the GDD and all the statements they made at our meeting that we have since found to be false. The RTG project pipe down Sierra Highway was brought up. Why is the pipe so large, the engineer on the project said the hydraulics have changed and they can’t explain it. Needs to be on the next Agenda.
- Items for the Next Agenda – Firewise, ATC Election, Weather Radios, County Communication Issues, RTG pipeline issues.
