Acton Town Council Meeting Minutes September 20, 2021 Approved
- Call to Order, Flag Salute, & Roll Call – The meeting was called to order at 7:34 pm by President Jeremiah Owen. Followed by the Flag Salute. Members present – Pam Wolter, Jacki Ayer, Jeremiah Owen, Troy Pieper, and Kelly Teno. Absent- Tom Costan.
- Community Comments – Non agenda items – Carlo Basail the new field representative for Tom Lackey introduced himself and told everyone to direct all their state questions to him. Jacki asked if the governor signed SB9. He did not sign SB9 but did sign SB10. Jacki requested that SB10 be put on the next agenda and that Mr Basail to come back.
- Announcements and Correspondence – Jacki announced the Wildfire Insurance Recovery Form, meeting tomorrow night and it is posted on our website. Acton CSD is off the calendar for the Board of Supervisors. We will work with Public Works and Regional Planning on our issues. Jacki made comments on The AVL EIR and asking for quiet zones and the Sustainability Plan. The Parks Needs Survey is on our website. Jacki spoke about all the public meetings about park needs and they are posted on our website. There are concerns that some of the grow houses are on County Water, we need to start there with District 37 and seeing how much more water are these properties using. Also are water haulers delivering water to grow house properties?
- MCUP – 4408 Cedral St – Ms Hale – Resident Ariel Hale spoke about the MCUP for their property. They received an NOV for the removal of vegetation on their property. Jacki spoke about native preservation and the importance of not removing too much vegetation. It changes the property drainage, invasive plants come in, and creates dust issues. Ms Hale explained that more vegetation was removed than they wanted and that they have a Fuel Mod Plan. They are working with the County on a Drainage Plan which she will send to the ATC. Jacki spoke about their Offer in Dedication to the County and that it is written differently. She believes the County gave them the wrong one. Ms Hale stated that they were given the option to re-seed or another piece of property by the County. Jacki stated that the County should give them guidance on re-seeding and asked what they need from the ATC. They need approval for the MCUP or support for the project. Jacki made a motion to send the County a list of issues we would like to see in their permit and if the County agrees we send a letter of approval. Pam 2nd the motion. The motion carried.
- County General Plan Implementation – Jacki requested that this be put on the agenda. Jacki spoke about the number of items that are supposed to be implemented. She spoke about how hard the County is working on the implementation of the Sustainability Plan and not the implementation of the AV Area Plan and LA County General Plan. The ATC needs to push County to put together a program for General Plan implementation and ask the County to put this together and send request to Director Bodek. Jacki made a motion to ask County to put together a General Plan Implementation Council to achieve General Plan targets and goals, with a focus on rural areas. Pam 2nd the motion. The motion carried.
- ATC Election – only applications received are the three members up for election, no new applications.
- Downtown Acton Flooding – WASC – Encourage Santa Clarita WASC to put together a program to address downtown Acton flooding.
- Committee Reports – The following committees had reports – Finance, Ways and Means – Pam reported that the bumper stickers made $20.00 tonight. Community Standards/Decorum – The CSD Committee will have a meeting with the County on Wednesday October 20th at 1:00 pm. Forward the email to Chuck Bostwick. Trails, Open Space, and Recreation. – On September 1, 2021 Parks and Recreation Department put out their plans for Measure A. The unincorporated areas can not go after the grants. Actual grants are not due until the end of October. We need to reach out to The Friends of Acton Park to help with this. Utilities – The PSPS time of year is coming up. We have been told by Edison that because of the upgrades done to our area that there will be no shut offs unless the wind is worse than last year. The ATC needs to decide what to do with all the P2’s we have discovered on the spread sheets. High Speed Rail – EIR is now going to be out in the Spring of 2022.
