Acton Town Council Meeting Minutes, March 9, 2020 Approved
- The meeting was called to order by President Jeremiah Owen at 7:00pm. Present at the meeting Pam Wolter, Jacki Ayer, Jeremiah Owen, Tom Costan, Troy Pieper, and Kelly Teno.
- Community Comments – None
- Sheriff Substation – Brady Watt spoke about the proposed sheriff substation in Santiago Square. He is frustrated with the beauracracy involved with the sheriffs department. He is completely paying for the space and hopes that we could get involved and speak to Supervisor Bargers office. Deputy Martinez reported that the matter is still at County Council stuck in liability talks. A letter needs to go straight to Supervisor Barger and Jeremiah will write it. Jacki Ayer made a motion to move up the committee report for Emergency Response & Disaster/Resiliency to address this. Tom 2nd the motion. The motion carried. Jacki Ayer made a motion to write a letter to Supervisor Bargers office about the Acton Sheriff Substation. Tom Costan 2nd the motion. The motion carried
- Minutes of the Last Meeting – Tabled
- Treasurer Report – Account balance – $668.05 No income, expense $15.00
- Sheriff Report – In February there were 0 part one crimes, 6 Burglaries, 3 vehicle thefts from a vehicle, 1 grand theft
- AAUSD Superintendent Report – Tabled
- Library Report – The March and April events were announced. The library will be closed March 30th for Ceasar Chavez Day.
- Filming Issues – There was a report about a 2 day film permit at Antelope Woods and Crown Valley Road. There were issues with the permit not being followed and parking issues near the Middle School. The response from the CEO’s office was condescending and combative. This is a very dangerous corner for pedestrians and children walking from the Middle School to the Library. There is also filming being done around town that is not included on a permit. Film LA and the CEO’s office don’t seem to be working with the community. When a community brings up issues they should be handled and resolved.
- Additional Stop Signs In Community – The ATC spoke about making a request for additional stop signs in the community. Suggestions were Wisconsin – Soledad Canyon Road, Red Rover Mine Road – Sierra Highway, Bootlegger – Soledad Canyon Road, 4 way stop Antelope Woods. It was brought up about flashing lights on the stop signs at Santiago – Soledad Canyon Road and 4 way stop by the park. A community member spoke out against that idea and someone else brought up rumble strips.
- Floodplain Plan – This plan is supposed to be out for 3 week comment but as of 3:00pm it is not on the website to read. Jacki will send the link as soon as it is available and we will convene a special meeting if necessary.
- SRTS Opportunity – An email was received from Public Works wanting us to put in for the grant again. They have reviewed the old grant proposal and found areas for improvement and what may have gone wrong last time. This is good news.. Some of the new scope was discussed.
- WWD37 Outcome Discussion – We had a good meeting with Water Works District 37. Jacki spoke about what was discussed with them. We spoke about our concerns with a possible hemp grow that estimates they would use approximately 12000 gallons a day. We asked if WWD37 had a way or program for an AG use meter if they had their own truck. They only have construction meters. We asked that they do not work on a program for that and that the grow would have to use AVEK water. Another concern discussed was that this ATC and past ATC’s have requested that water from our water basin only be used for Acton and no areas outside of Acton. WWD37 said they are working in that direction. They also said they will be coming back with a new rate structure.
- HSR Update – Invitation to Candidates to address – Spoke about inviting both 25th district congressional candidates to come speak about their feelings on the HSR. We should invite them individually. Jacki Ayer made a motion to invite both candidates to separate special meetings in April Pam Wolter 2nd the motion The motion carried

- Councilmembers Comments – None
- Committee Reports – The following committees had reports .h. Utilities – Edison did not answer any PSPS questions but will come to Acton. k. Beautification/Illegal Dumping – Have not heard of anything substantial going on. Deputy Martinez said most of the dumping has been going on in Agua Dulce Canyon. The vacant property across from McDonalds has been taking in alot of dirt. l. Film Coalition – Tom asked that we start a new coalition and work through the new planning deputy. Tom will start it up. o. Safe Routes to School – Tom will be the new chairperson.
- Unfinished/New Business – Kelly will look into all the tax filings Jeremiah will write the Barger letter on the substation.
- Items for Next Agenda – WASC flood control, T Mobile CUP, Filming, Community Climate Action Plan.
