Acton Town Council Regular Meeting Minutes October 2, 2017 Approved
- Flag Salute & Roll Call – The meeting was called to order by President Russ Fawkes at 7:03 pm. Present at the meeting : Dylan Lunde, Jacki Ayer, Russ Fawkes, Pam Wolter, Ruth Brock, Kelly Teno. Absent : Tom Costan.
- Community Comments – Resident Ken Whipff asked if the Community Standards allow for electronic billboards, there is one at the RV Sales location of the 14 freeway. He was told all billboards are prohibited. Ho was also concerned that at 35555 Crown Valley they may be growing cannabis behind locked gates and also at 35044 Crown Valley they have built 2 unpermitted structures and moved in a secondary water tank & generator. He was told that Code Enforcement should be contacted. He also was concerned about people squatting up Governor Mine Rd. Dirt has been duped in front of the trailor so it cant be seen. Resident Chris Croisdale spoke about illegal dumping off Soledad Canyon Rd. A flyer went to homeowners asking if they want dirt to call. The dirt is full of nails, asphalt and junk. Looks like it is coming from a construction site. He was told homeowners are allowed 5 truck loads of certified dirt per year. This should be put on our agenda. Another resident reported an illegal sign on Escondido & Puritan Mine Rd. She is going to contact Dan Garinger.
- Minutes of Last Meeting – Tabled till next meeting.
- Treasurers Report – $1495.27
- Sheriffs Report – There were 21 incidents last month that resulted in reports. A resident asked who they call about a barking dog late at night. Deputy Short said to call Animal Control.
- Library Report – No Report
- Announcements & Correspondence – There will be no Election since only 4 applications were received for 6 openings. The tour for the North Star Mine is set for Wednesday October 11 at 10am.
- Sustainable Groundwater Management Act (SGMA) – The first ATC meeting in November will be the 1st GSA meeting (at our meeting). Russ will open our meeting, adjourn to a public hearing, then reconvine . The Department of Public Works is still moving forward with the grant application and this is a little concerning. Dylan has spoken with Acton Water and Carsen Water, Acton Water is in the process of getting papers ready to apply for their new CUP. They believe Water Works District 37 has said they will ask for it to not be approved. Jacki Ayer made a motion for Dylan Lunde to contact Water Works District 37 and ask for any positions or oppositions to water hauling CUP’s. Dylan Lunde 2nd the motion. The motion carried.
- Community Standards District (CSD) – At the last ARTC meeting the consensus seemed to be that a joint template on CSD revision would not be pursued.
- Traffic Safety – The School Board is doing a re-start of the Safe Routes to Schools.
- Filming and Film Permits – Chris Croisdale reported that he had not seen any notices of permits for about 6 weeks. One of our biggest issues is road closures with no notice. Chris spoke about other issues with permits and Film LA needs to be the watchdog not Acton residents. ATC said we need to seek a balance in our community. We need a set # of film hours that include set up and tear down. Chris was going to try and find out how many permits have been pulled in a year in Acton. Jacki Ayer made a motion to try to put together a meeting with Film LA, Regional Planning, Department of Public Works, Supervisor Bargers Office, Chris Croisdale, Sheriff, and California Highway Patrol and make it open to the public, to get criteria set and balancing the communities interest in filming in general. Pam Wolter 2nd the motion. The motion carried.
- County Climate Action Plan (CCAP) – ATC wrote a letter expressing our concerns with the ordinance. They sent back changes. It was concluded that we would like a policy letter from Regional Planning that secondary uses under high power lines will not include A-2 lands. Want policy rooted in the ordinance.
- Commendations and Logo – Ruth’s daughter is working on the designs. She will send us all the designs to chose from.
- Trash & Recyclables – We have contacted Department of Public Works, Environmental Department, they manage franchise agreements. We want to explore what Waste Management may owe our community according to what we pay for trash pickup. We called a public meeting and they will be the 1st speaker at our meeting October 16, 2017.
- Unpermitted Pre-existing Structures – We need to create a path with the County to help homeowners who have property with unpermitted structures. Jacki Ayer made a motion to write a letter asking Supervisor Barger to help us launch this path and cc Donna Tremeer and Chris Perry. pam Wolter 2nd the motion. The motion carried.
- AT&T Towers – Questions that were raided included, the visual issue and will it be lite at night. Also noise from the generator. Will they allow other services on the tower. ATC had 3 questions to ask AT&T. How many letters were sent out? Are they willing to share the tower with competitors? What are the stipulations on the grant they will receive to put in the towers? Jacki Ayer made a motion that the ATC contact them with our questions and concerns. Ruth Brock 2nd the motion. The motion carried.
- Committee Reports – Planning, Coordination, Trails & Open Space – None, High Speed Rail – We have received a few emails from High Speed Rail, There has been more press lately about Palmdale to Burbank for future Open Houses. Publicity & Association of Rural Town Councils – None Finance Ways & Means – None, By-Laws, Community Standards & Decorum – None, Public Works – None, Emergency Response & Disaster Planning – None, Industrial Aesthetics – Residents have been concerned about property for sale near Soledad and Santiago. They are zoned A-2 and Comm-R, so there will be no Industrial. Election Committee Report – Ruth Brock made a motion to move forward without an election because of the lack of applicants. Pam Wolter 2nd the motion. The motion carried.
