Acton Town Council Regular Meeting Minutes December 5, 2016
- Flag Salute & Roll Call – The Regular Meeting of the Acton Town Council was called to order at 7:05 pm by President Tom Costan. Members present at the meeting Angela Toghia, Jacki Ayer, Katherine Tucker, Tom Costan, Pam Wolter, Larry Layton and Kelly Teno. Absent – Dylan Lunde, and John Farrar.
- Community Comments – Resident Russ Fawkes asked to have rent control for Acton mobile home parks put on our agenda and that he had signatures of residents who wanted the same. It was explained that our purpose is to represent the community, that is why we need a broad base to contact the Supervisor. Resident Mike Ross handed out his ARO-PRA Request he made with the Planning Department. He explained his correspondence. Yolanda Vargas of the LA County Homeless Services talked about the homeless count on Thursday January 26, 2017. It should take about 4 hours and they are asking all communities to support the effort and community participation. There will be a community announcement in the newspaper and she asked if we could put it on our website. The count is important to get the proper funds and they are working to get homeless back into homes not just shelters.
- Minutes of Last Meeting – Pam Wolter made a motion to accept the minutes of the November 21, 2016 meeting with the 2 changes to #8, Angela Toghia 2nd the motion, the motion carried.
- Treasurers Report – Checking account balance – $1,4011.27 with 2 checks written
- Sheriff’s Report – Deputy Short reported that his stats were not broken down but there were 40 reports for the month. He was asked questions about the break ins in town and about more law enforcement present. He explained that the amount of cars is based on the amount of crime and that Palmdale and Lancaster have the largest crime rate in the county. He also explained that if someones community mailbox has been vandalized anyone with mail stolen needs to report it.
- Library Report – John Elford spoke about the Holiday programs at the Library and also about January and February dates that the Library will be closed. ATC meetings will be held on January 9th and 30th, 2017 and February 6th and 27th, 2017.
- Announcements & Correspondences – For Safe Routes to Schools the County is coming to take a look. They will be meeting at 10am at High Desert School. Pam Wolter volunteered to go and represent the Acton Town Council.
- 2016-2017 Vision Plan – Planning ATC Priorities – Items that ATC members wanted to see on the Agenda and to work on include: Safe Route to Schools, By-Laws, CSD’s (dogs, no drive thrus, home based businesses, industrial uses clearly spelled out), Trails, Law Enforcement, Traffic Enforcement (John Farrar had laid the ground work before with CHP and State), Monitor SEA’s, 5 Supervisor letter about HSR, Pursue to have a field deputy come to one meeting a month, Emergency Response, and we need a good Mission Statement.
- Committee Reports – Planning, Coordination, Trails & Open Space – No Report High Speed Rail – A letter was received regarding the HSR requesting to go on a property behind the Agua Dulce Womens Club in the middle of Agua Dulce. Pam will contact Heneviva and ask her about it. Publicity & Assoc. of Rural Town Councils –Publicity will work on a Mission Statement. Finance Ways & Means – Treasurer’s Report will move to here. By-Laws – Kelly Teno volunteered to head this for 2017. Public Works & Utilities – No Report Emergency Response & Disaster Planning – No Report Beautification, Illegal Dumping and Perspective – No Report
- Unfinished Business – Pam Wolter is still working on the oversized real estate signs
- New Business – Billboards along the freeway have been putting in new lights. The question is has the Rural Night Sky been violated.
