- Flag salute & Roll Call – The Regular meeting of the Acton town Council was called to order at 7:37 pm by President Tom Costan. Members present at the meeting; Angela Toghia, Katherine Tucker, Tom Costan, Pam Wolter, John Farrar, Kelly Teno, and Jacki Ayer by phone in conference.
- Community Comments – None
- Minutes of Last Meeting – The minutes of the following meetings were approved – 2-01-2016, 2-15-2016, 3-07-2016, 4-04-2016, 5-02-2016, 6-06-2016, 7-02-2016 and 7-18-2016.
- Treasurer’s Report – Checking account balance – $2014.27, no receipts or disbursements.
- Deputy Short reported damage of the Sand Fire. He reported that there were 43 crime reports for July.
- Library Report – Librarian apologized for the library being closed on Monday for the Acton Town Council meeting due to damage to air conditioners from Sand Fire. He announced the programs that will finish up summer. The art work of Toni Haigh will be up through the end of August.
- Announcements and Correspondences – Angela Toghia spoke to the woman overseeing the SEA, they are not looking to go back to the Board of Supervisors until January 2017. A message came in from a resident who just moved in to a home on Gillespie, they were requesting the right number to call to get the water turned on. Tom will call after the meeting. There was another call inquiring about business liscense.
- ATC 501C3/4 – Ruth Brock gave an update: she secured Jan Brown of The Print Shop as the agent to serve and process. A mail box is being held at The Print Shop, it is $156.00 per year. She filled out LLC1 and is waiting on EIN which is needed for tax exempt status with Franchise State Tax Board. She is contacting Driscol and Driscol out of Palmdale to get a quote for insurance for ATC Board Members. Kelly Teno made a motion for Tresurer Pam Wolter to pay for the PO Box at The Print Shop. Katherine Tucker 2nd, the motion carried.
- Title 10 – Animal Facilities – There are a number of problems with this ordinance, including the eliminating that kennels do not have to comply to noise issues, breeding facilities can operate anywhere animal facilities operate which will make puppy mills more widespread. Animal Control will be on the Acton Town Council Agenda for the August 15, 2016 meeting. The Board of Supervisors have this on their Agenda August 23, 2016. Larry Jarimillo is still the contact at Regional Planning for Title 10. Jacki Ayer made a motion that we go forward and find out who the Atonovich contact is and if they understand the two main issues. Tom Costan made an amendment to the motion to write a letter to the Board of Supervisors about the issues stating the Acton Town Council’s position, drawing off the Title 22 issues the Acton Town Council already presented. Pam Wolter 2nd, the motion passed with 1 abstention.
- Animal Facilities – Kathleen Trinity – Kathleen brought Zoning Maps that show that most of Acton is now A2 and will be affected by Title 10. It was brought to her attention that the Acton boundries on the map were incorrect. 2008-2009 Supervisor Antonovich got rid of puppy mills, now it seems like Regional Planning is going in a different direction. We need to inforce that we are not farm land. Kathleen would like to get as many people at the Acton Town Council meeting as possible to hear the issues.
- Election Committee Report – Application and announcement will be out by August 15, 2016, Applications are due by September 16, 2016, Candidates will be announced at the September 19, 2016 meetingnad a Candidate Forum will be announced then. Election will take place on November 8, 2016.
- 2016-2017 Vision Plan – Planning ATC Priorities – Acton Town Council Members announced issues they would like to work on for the community in the upcoming year. They include: Acton CSD Revisions, which includes precluding future customer serving drive throughs, inclusions of trails and home base businesses too restrictive, Animal Facility Ordinances, SEA Ordinance, Renewable Energy, Hauled Water, HSR, Working with School District and School Safety for children walking under 14 freeway to the library. Disaster Planning, Speed limits on Crown Valley Road, and Public Outreach.
- Committee Reports: A. Planning Coordination Trails & Open Space – No report; B. High Speed Rail – Need to ask for a letter from Carol Lieu and Scott Wilk asking for their support of Acton and the train needs to be all underground. Jacki sent out their contact information. Tom will try to get the letter from Carol Lieu. C. Publicity & Association of Rural Town Councils – John passed out the start of his article for the Country Journal. The article is part of public outreach to help educate about what the council does and how we work for the community. John needs comments by Tuesday morning so he can get it to the Country Journal for the next publication. D. Finance Ways & Means- No Report E. Bylaws, Community Standards & Decorum – No Report F.
