Acton Town Council Regular Meeting Minutes July 18, 2016 Approved
- Flag salute & Roll Call – The regular meeting of the Acton Town Council was called to order at 7:34 pm by President tom Costan. Members present at the meeting; Angela Toghia, Katherine Tucker, Jacki Ayer, Tom Costan, Pam Wolter, and Kelly Teno.
- Community Comments, Comments allowed on agenda items only (2 min. allotment per speaker may be imposed) – Concern was brought about the properties at Soledad and Gillespie and that it is an eyesore for residents near there. They are in code violation and being looked at. Residents can file a complaint online. Their information is in the Country Journal. Motorhomes and Trailers from Thousand Trails have been parking on Antelope Woods again. Take a picture or write down their license plate and report it t Thousand Trails
- Minutes of Last Meeting – Tabled until after Training Session to teach members how to go online and read them so they can be approved at the following meeting.
- Treasurer’s Report – Checking account balance – $1814.27, no receipts or disbursements. Received tonight, $200.00 for the Don Chato Fundraiser.
- Sheriff’s Report – Deputy Short – No Report
- Library Report – The Children’s Librarian reported that summer is going well, she announced upcoming programs.
- Announcements & Correspondences – Email from Alice Wollman, Leona Valley Town Council requesting a letter of support for an appeal to a subdivision project. We still have questions about the project. Angela Toghia made a motion to contact, look into and investigate what the appeal for the subdivision tract in Leona Valley is about. Jacki Ayer 2nd the motion, motion carried. A phone call was received about the lot sizes near Banson & Dorama, Tom Costan will call and clarify with him. The Final Environmental Impact Statement/Environmental Impact Report for the High Desert Corridor is now available for public viewing on Caltrans website http://www.dot.ca.gov/d7/env-docs/docs/hds/ and Metro’s website www.metro,net/hdc
- ATC 501C3/4 – Update – After the update, Pam Wolter made a motion to say goodbye to Randal Fink and to thank him and move forward with Angela Toghia and Ruth Brock to file paperwork for our 501C4 and non-profit status in a timely manner. Katherine Tucker 2nd the motion. The motion carried.
- ATC Council Applicant – John Farrar – Tom Costan read applicant John Farrar’s letter about himself and why he would like to sit on the council. John then addressed the council and audience and spke about himself and took questions from the audience. Angela Toghia made a motion to ask Mr John Farrar to join the Acton Town Council. Pam Wolter 2nd the motion. The motion carried.
- ATC Election Committee Formation – President Tom Costan appointed Kelly Teno as the ATC Election Committee Chairman. Residents Elizabeth Billet and Ruth Brock volunteered to be on the committee.
- Hauled Draft Ordinance and EIR Committee Update – There are 11 impacts that are noted as significant, the committee is going through them and showing they are not significant. The plan is for Jacki to finish the first part and write about all the inconsistencies in the DEIR. The 2nd part is the part the committee has written about all the significant impacts. The 3rd part is the writing about changes that should happen in the Ordinance. Jacki Ayer will write a letter on behalf of the ATC and will have it to everyone by Wednesday morning for approval. We have asked for a meeting with all the agencies involved.
- Acton CSD Revisions – Precluding future Customer Serving Drive-Throughs – Primo Burger is getting their drive – through . The arguments of the ATC and residents of Acton were not heard. The ATC is writing a letter to the Supervisor to clarify statements made before he made his motion because he did not have correct information. An audience member asked if we could appeal. She was told it would have to be a resident of Acton and it could not be someone on or the council. Supervisor Michael Antonovich made a motion to put on their next Agenda to make a motion to preclude drive throughs in Acton. The Board Action turned into Regional Planning was to open our CSD’s to pursue not preclude. the ATC is trying to get a meeting with Edel Viscarro and Supervisor Michael Antonovich to clarify.
- Committee Reports –
- A. Planning, Coordination, Trails & Open Space (Jacki Ayer) – We are also asking for trails to be added to our CSD.
- B. High Speed Rail – Tentatively here is a meeting on the Saturday July 30th at 10:30 with the Engineers from HSR and the core group in Acton and Agua Dulce to give an update. The public meeting will be in August. The 400,000 signatures on the water petition will go forward but a new petition is being written.
- C. Publicity & Association of Rural Town Council – Before the November Election we need to publisize the function of the Acton Town Council, how to get community involved, and education for the community. Regular articles should go in the paper and everything should go on the website. John Farrar will help with outreach. D. Finance Ways & Means – Resident Ruth brock will head fundraising. We should each send individual thank you’s to Don Chatos for helping us out.
- E. By-Laws, Community Standards & Decorum – There is a direction to open the community standards and change them to no drive-throughs. F. Public Works & Utilities – None
- G. Emergency Response & Disaster Planning – There has been no follow up as of yet with the coalition. Agua Dulce Town Council is willing to work with the Acton Town Council on this.
- H. Beautification, Illegal Dumping and Perspective – Katherine is working with Regional Planning, she has a neighbor who has completely graded his property with no permit. Pam is working to get directional real estate signs taken down.
- Unfinished Business – When is the council going to talk about SEA’s and bring it to the BOS. The ATC needs to make our goals for the 2016 – 2017 year. Everyone needs to give their ideas.
- New Business – We should ask the BOS to present a plaque to Elizabeth Billet for Ray’s years of service.
