Subject: Opposition to the Proposed Angeleno Battery Project in Acton, CA

I am writing to express my strong opposition to the proposed Angeleno battery project in Acton, CA. As a concerned resident, I believe this project poses significant risks to our community, natural environment, and landscape, which cannot be overlooked.

Firstly, the sheer scale of the project is concerning. According to GIS data, the Angeleno battery project spans over a mile, stretching from Foreston to Malinta. This massive development will undeniably impact the rural character of Acton, which contradicts the criteria required for a General Plan Amendment under the Antelope Valley Area Plan.

Moreover, our community is located within a “Very High Fire Hazard Severity Zone.” This designation, which we are actively disputing with CALFIRE, has implications for fire insurance rates and overall safety. The proposed 1,200 MW battery storage project would be the largest of its kind in the world, and considering that the current largest facility (400 MW) has caught fire or melted multiple times, the risks to our community are too great to ignore.

Furthermore, the Angeleno project requires the construction of a new 500 kV transmission line, approximately one mile long, to connect to the Vincent substation. This new right of way will affect several parcels, negatively impacting property owners in the area.

Additionally, the project developer lacks experience with constructing battery storage facilities. The inexperience of the developer, coupled with the unprecedented size of the project, significantly heightens the potential hazards to our community.

Lastly, the proposed project is in direct conflict with the County General Plan Element, which classifies energy projects like this one as “Major facilities” that should not encroach upon residential areas. The General Plan also emphasizes the protection of rural communities from the encroachment of incompatible development, such as the Angeleno battery project.
In summary, the Angeleno battery project contradicts numerous guidelines and regulations set forth in the Antelope Valley Area Plan and the County General Plan Element. The potential risks to our community and environment far outweigh any potential benefits. I urge you to reject the General Plan Amendment, zone changes, and conditional use permit necessary for the project to proceed.
