Acton Town Council Meeting Minutes, November 7, 2022, Approved

  1. Call to Order, Flag salute, & Roll Call – The meeting was called to order at 6:33 pm by President Jeremiah Owen.  Present at the meeting – Jeremiah Owen, Tom Costan, Jacki Ayer, Pam Wolter, June Perkins and Kelly Teno
  2. Community Comments – A student of Public Health in Lancaster just wanted to say hello.
  3. Announcements and Correspondence – These include upcoming county events and hearings and all email correspondence.  DRP has extended the community comment time period on the Wildfire Protection Ordinance.  Susie Osuna email to confirm when we want a meeting about the map and solar farms in the AV.
  4. Sheriff’s Report – Deputy Martinez reported he is still waiting on stats.  He reported that the stabbing in Stallion Meadows is being investigated and all the parties are known.
  5. Assemblyman Tom Lackey – Mr Lackey was invited to speak to the community  about what he has planned if re-elected.  He was asked about our schools having no Resource Officer and all of the struggles in our school district. What can be done at the State level to help us? He spoke about all the small communities in his district having struggles and the need to keep reminding the Legislature about all the needs of small districts.  He was asked questions about Fire Insurance and about the California Fair Plan.
  6. Grant Information from Congressman Garcia’s Office – The ATC found out from Congressman Garcia’s office about Grant funding from the State to fund a study for parks in our area.  Questions include Who is the entity to receive the grant? The ATC could hold and disperse fund since we are a true non-profit.  We need to talk to someone about the process.  Ideas for grant money could include Maintenance of Ball Fields,  Safe Routes to School, Artificial turf for ball fields, Pool Study, Sustainable, Equitable, Self Sufficient restoration of the ballfields.  Jacob will make sure we cross all our t’s and dot our i’s in the writing process for the Grant.  Funding cycle starts in April 2023.
  7. Short Term Rental Ordinance – There is no ordinance as of yet, only parameters.  They are taking comments.  Jacki asked that we all look at it and make comments for her.  Jacki made a motion to provide a comment letter on the Short Term Rental Ordinance Plan.  Tom 2nd the motion.  The motion carried.
  8. HSRA – Jacki spoke to a NEPA Attorney and he will review all our sections as we finish them and let us know what we need to change.
  9. Councilmembers Comments – Tom spoke about the success of the Fall Festival.
  10. Committee Reports – The following Committees had reports: a. Education Committee- No Meeting, do we want to see this committee stay. we need get someone to run this committee. b. Planning and Coordinating – come up with days and times to meet and talk pathways and NOV’s.  f. Finance Ways and Means Committee – trying to get a stipend type thing going.  Talk about it at the first of the year.  i.  Utilities – we heard about an air operation near Boiling Point.  We commented that it was accessible by road according to their map.  l. Beautification/Illegal Dumping – it seems that we are mostly seeing trash bag dumping.
  11. Unfinished/New Business – Regional Water Quality is making Thousand Trails a Small Business Facility.  Jacki requested to speak at a meeting this Thursday about our comments on Thousand Trails
