Acton Town Council Meeting Minutes June 7, 2021, Approved

  1. Call to Order, Flag Salute, & Roll Call – The meeting was called to order at 6:37 pm by President Jeremiah Owen.  Followed by the Flag Salute.  Members present were  Jacki Ayer, Pam Wolter, Jeremiah Owen, Tom Costan, Troy Pieper, and Kelly Teno.
  2. Community Comments – Resident asked why they did not get a reverse 911 call when the fire and gun shots happened at the fire fighters residence after he had shot the fireman in Agua Dulce.  The response time is why we need a sheriff substation.  The ATC will look into what is happening with our proposed substation.  A resident asked who is responsible for the abandoned motorhome on Soledad canyon Rd.  Extend an invitation to Department of Public Works and Waste Management to come and talk about the Franchise agreement for trash.
  3. Sheriff’s Report – None
  4. AB1139 – This bill was defeated in committee on June 3, 2021
  5. Filming – A home was purchased and turned into a filming location on Via Clarita Street on the north side of Sierra Highway.  They are filming a series there and the film crews are trespassing on neighbors properties among other violations.  What is the solution?  What if other companies get wind of this and Acton gets more.  Jacki made a motion that we write a letter discussing our issues with filming and ask the status of the Film Ordinance.  Tom 2nd the motion with one addendum, address the Supervisors, Gary Smith and CEO Office. Motion carried.
  6.  and 7, PSPS proposed Decision , PD Decision  – First investigation was because of the horrible job Edison did during the PSPS events of 2019.  We pointed out to the CPUC and Edison that the events were no reasonable and the residents need restoration.  Jacki pointed out all the ways that PSPS could harm residents and the flaws in the studies.  She is preparing more comments on the new decision, due next week.  Jacki is going to send her comments and where her information came from to Congressman Mike Garcia.
  7. WASC Update and Community Input – Jacki spoke about the last WASC meeting and the talk of doing monitoring of the river for bacteria.  They stated no monitoring would be done without asking the community first.  The committee has come back we a new update that they are asking for approval and then come back and add that monitoring won’t be done without asking the community.  They were told if they approve it there could be no add on.  After one committee member said no to approval the rest followed and the program was not approved.  Jacki made a motion to offer to coordinate with Agua Dulce Town Council to write a letter conveying that we are interested in properly identifying sources of the contamination to the Santa Clara River.  Tom 2nd the motion.  The motion carried.
  8. Announcements and Correspondence – The ATC received emails regarding development in Acton and sent them to Department of Regional Planning. Hearing for Gardens of Paradise is on July 21st at 9:00 am.
  9. Councilmember Comments – Pam is concerned about the 2 vacant lots north of the Acton Park being fenced.  They were purchased over a year ago by a corporation that develops group homes.  A resident called her about a trucking company parking trucks on West side of Sierra Highway and 14 freeway.
  10. Committee Reports/ Standing Committees – The following committees had reports. ARTC– At the last ARTC meeting discussion included the need for a new president, re-doing the Safety Element to address climate change, Trash Franchise, Housing Element.  Community Standards/Decorum – Kelly gave a review of CSD and the changes the committee is not happy with.  Lots of changes to areas we did not want and many things the committee asked for that did not get included. we will put it on Facebook.  Traffic Safety – No word from DPW on traffic study for Dollar General.  Safe Routes To School – Potential grow house on route or stop for school bus.  High Speed Rail – Draft EIR coming out in the Fall.  All underground route is their preferred route.

  12. Items for Next Agenda – NOV on Mr Lieu property on Soledad Canyon Rd, Add Jacki Owen/Mike Garcia Office to first meeting of the month agenda.
