Acton Town Council Meeting Minutes October 29, 2018 Approved

  1. Call to order, Flag Salute & Roll Call – The meeting was called to order by President Tom Costan at 7:00 PM.  Present at the meeting:  Tom Costan, Jeremiah Owen, Ruth Brock, Jacki Ayer, and Pam Wolter.  Absent:  Kelly Teno, Rob Peters, and Dylan Lunde.
  2. Standards of Decorum – Read by Ruth Brock

  4. Minutes of the Last Meeting – Tabled until Kelly Teno return
  5. Announcements and Correspondence –
  6. Councilmembers Comments – HSR letter sent by Jacki.,  Charter School – Dec 3, 2018- Tony Alamo – would need a turn lane – presentation Eagle Collegiate Academy.  Ruthie said Deputy Acton still working in Acton – dirt bike and drone issue – referred to FAA complaint about specific altitudes.  Ruth went to the Public Works Workshop – about 30-35 people present and a good first step.
  7. SEA Ordinance –  3 county members/employees did the presentation today.  Catagories from 1 to 5.  Set aside ratios were discussed in depth.  Alternative ordinance.  Use CSD boundaries for Acton.  About 9 months before we will hear back from Iris Chi with a new meeting date to review the revisions.
  8. CAHSR Update –  School Board agreed to send a representative to the HSR Board Meeting.  Jacki Ayer made a motion to send representatives to the HSR Board Meeting in November to speak on Acton’s positions on HSR.  Jeremiah Owen 2nd the motion.  The motion carried.  Jacki has many talking points that she can prepare for community members to read at the meeting.
  9. Illegal Dumping Update –  Code Enforcement Representative Mr Priebel – trying to make it a full time position – works with Deputy Soffa.  County has identified 80 hot spots.  Illegal Dumping – works with Oscar Gomez.  Investigator is trying to get a 2nd person.  Question asked by resident – why cant they go after dirt broker.  There was discussion about civil action against dirt broker.  More than 12″ of dirt without compaction needs a permit.  Trucks are grossly overweight.  Trying to find one judge who can handle all of the cases.  This will be more effective.  Whoever is the Assembly Person – write a letter from council to change the law and sponsor the bill. Won’t be until January 2019 session,  Suggestions to property owners, put up No Trespassing sign and take pictures.  Document your business.   Deputy Soffa reported that the Sheriff Station at Santiago Square still in the works- could take up to a year.  He was asked about target shooting on your own property.  He did not have an answer.  Ad for free dirt in the Country Journal.  Ad on Craigs List and Agua Dulce sales site.  Resident Deputy for Lake LA – says a lot going on there as far as dumping.  Jacki Ayer made a motion to write a letter to our assembly person to support the idea of going after the truckers drivers license.  Ruth Brock 2nd the motion.  Motion carried.
  10. Filming Standards Committee update –  Waiting for input from committee members.  Wants to respond to Gary Smith and that case by case is what the county has determined that they want flexibility.  Fil Monitor, CUP, and Criteria is essentially important for us to be advised of.  Tom replied that the numbers are needed to be stated.  Ruth will send response back to Gary Smith ASAP.
  11. Non Conforming Signs –  Jacki reported on the 30 foot sign on the proposed gas station.  Billboards are prohibited in Acton.  One unpermitted billboard was taken down- past Vincent Hill to the East.  Sign holders can pursue the variance process.  Jeremiah made a motion to email planning requesting to be notified when the CUP’s come up for renewal process regarding the signage.  Ruth Brock 2nd the motion.  The motion carried.
  12. Traffic Study – Meeting with Public Works –  Meeting with Jeff  Playchek and his assistant Kent, every county is struggling to comply with new sate law  SB743.  Traffic calming methods – new roundabouts.  Adding new traffic lanes doesn’t necessarily help.  Separate places for pedestrians, horses, and cars.  narrowing of lanes seems to slow cars down.
  13. Unfinished/New Business – CARB – mostly applies to the diesel trucks used by water haulers.  How many residents are served by the 3 water companies?  Dylan will see if he can get this number.  BOS need to be involved and local politicians.   Jacki Ayer made a motion to support the water haulers by letters.  Jeremiah Owen 2nd the motion.  The motion carried.
