Acton Town Council Regular Meeting September 18, 2017 Approved

  1. Flag salute & Roll Call – The meeting was called to order by President Tom Costan at 7:05pm.  Present at the meeting: Dylan Lunde, Jacki Ayer, Russ Fawkes, Tom Costan, Pam Wolter, Ruth Brock, and Kelly Teno.  Absent: Angela Toghia.
  2. Council Members Titles and Positions – Tom Costan announced that due to time constraints that he asked Vice President Russ Fawkes to take over as President and he would step down to Vice President.  Russ said yes with no hesitation.  Jacki Ayer made a motion to consider switching the positions of  President (Tom Costan)  and Vice President (Russ Fawkes). Ruth Brock 2nd the motion.  The motion carried.
  3. Community Comments – No Community Comments
  4. Minutes of Last Meeting – Meeting minutes from 7-17-2017, 8-7-2017 have been given to members at previous meetings.  Minutes from 8-21,2017, & 9, 13,2017 have been to members tonight.  Tom Costan made a motion to accept the minutes from 7-17-2017 & 8-7-2017 as written.  Pam Wolter 2nd the motion.  The motion carried.
  5. Treasurer Report – 100.00 donation from Don Chatos and paid 164.00 for PO Box at the Print Shop.                  Tom Costan made a motion to renew PO Box at the Acton Post Office. Jacki Ayer 2nd the motion.  The motion carried.
  6. Sheriff Report – Deputy Short reported 33 incidents that resulted in reports last month.  Substation at Santiago is still in the works.  It is still in the legal process.
  7. Library Report – Steve Lowe reported in Jim Walls absence.  Library will be closed October 9th and November 10th & 11th.  Reported all the upcoming events.
  8. Announcements & Correspondence – Tom Costan announced that Angela Toghia has resigned as of August 28th due to time restraints.  We will miss her and thank her for her contributions.  ATC has received several emails regarding the recycling bins being removed from the Community Center.  Jacki Ayer answered those emails.
  9. Community Standards District (CSD) – Jacki sent an email to Susie Tae explaining that the ATC would want to work with the other communities on CSD’s but we would like to be able to pull out at anytime.
  10. Sustainable Groundwater Management Act (SGMA) –  If your GSA wants to change boundaries, intention to do so must be filed with the state within 15 days.  Jacki called Paul Masselbas asked him when the meeting was to ask for the change.  He said he was in the final stages of filing for a grant to write a plan for Acton. If we get out of the boundary Acton will not need a plan.  We need to be at the meeting to support the boundary change.  Jacki Ayer made a motion we try to get together with area water haulers and agricultural water users to discuss SGMA.  Tentatively set for September 25 at the library.  Pam Wolter 2nd the motion.  Motion carried.  It would be great to get businesses on board to sign a letter with us.
  11.  Traffic Safety – It was brought to the ATC attention about the trucks driving to fast down Aliso Canyon Road using Jake Brakes and not covered.  Russ went up and saw about 5 trucks, none used Jake Brakes and none covered (no dirt flying).  Russ will pull mine plan and see if anything is being ignored on their plan before we go for a visit.   he ATC voted awhile ago to sit and work with Safe Routes to School.  Jacki went to a meeting with Tracy Costan, Mark Distaso and the Interm Superintendent.  Thjey will pursue meeting with County and Cal Trans to talk about plan.  ATC will ask to be at the meeting.  It was asked if we should look at Soledad & Wisconsin in the plan?  We can ask for it to be looked at.
  12. Filming and Film Permits – None
  13. County Climate Action Plan (CCAP) – Jacki spoke about the ordinance, she had not had the time to properly review it but was concerned about Part 33, secondary uses under high powered lines.  We already wrote a letter asking the BOS for an extension  to study the ordinance further. We should send someone to the Board meeting on Tuesday September 26 to testify in approval of asking for a continuance.   Jacki Ayer made a motion to write a letter asking why and how and identifying specific issues of concern.  Tom Costan 2nd the motion.  Motion carried.  Jacki Ayer made a motion for ATC to send anyone who can go to testify September 26 at the BOS as ATC members not Acton citizens.  Ruth Brock 2nd the motion. The motion carried.  Review ordinance and get issues to Jacki by Wednesday.
  14. McDonalds Commendation – McDonalds did a really good job on their re-model keeping with the Acton western theme.  It was also brought up about the support from Don Chatos in holding fundraisers for the ATC.   Russ Fawkes made a motion to make a plaque of commendation for McDonalds and Don Chatos for their commitment to Acton and the ATC.  Pam Wolter 2nd the motion.  The motion carried.
  15. Cannabis Input to Los Angeles County –  The survey is complete and there were 237 respondents.  Ruth reviewed the results.  It was asked if the results should be published and to write a summary letter to the County.  Jacki Ayer made a motion tp write a letter summarizing the comments of the community.  Pam Wolter 2nd the motion.  The motion carried.
  16. The State of Rural America Conference Call – This was brought to our attention through a email from the ARTC.  The question was raised if we should listen in and participate if needed?  Jacki Ayer made a motion to listen in on the Rural Gateway Peer to Peer conference call.  Tom Costan 2nd the motion.  The motion carried.
  17. Committee Reports – A. Planning, Coordination, Trails & Open Space – None, B. High Speed Rail – None, C. Publicity & Association of Rural Town Council – None, D. Finance Ways & Means – None, E. By-Laws, Community Standards and Decorum – Tom Costan requested that the next working meeting take place after October 15th. F. Public Works & Utilities – None, G. Emergency Response & Disaster Planning – None, H. Industrial Aesthetics – The next meeting is this Thursday.
  18. Election Committee Report – Tom announced the notice of the election was put up one week late so one week was added to the application deadline.

  20. New Business – SGMA Discussion, Paul Masselbas & County will be at the 1st meeting in November.
