Acton Town Council Regular Meeting Minutes October 16, 2017, Approved

  1. Flag Salute & Roll Call – The meeting was called to order at 7:01pm by President Russ Fawkes.  President at the meeting: Dylan Lunde, Tom Costan, Russ Fawkes, Pam Wolter, Ruth Brock and Kelly Teno.  Absent: Jacki Ayer.
  2. Introduction of the Community Meeting – Russ explained how the Trash Hauling portion of the meeting would run.  Public Works will present 1st, Waste Management will present 2nd, then comments and questions from the community.
  3. Presentation by LA Count Public Works – The County explained that there were three types of service: Open Market, Exclusive Residential Franchise, Non exclusive Commercial Franchise.  Each resident contracts directly with a hauler for garbage collection. We could be provided with a list of haulers but as of right now Waste Management is the only hauler coming to our area.  There is no rate regulation.  The hauler is not accountable to the County.  County does have the ability to enforce minimum standards.
  4. Remarks from District Manager of Operations – Waste Management – She has been with Waste Management for 10 years.  They had recently acquired Benz and she described how that happened and the complications moving Benz customers over to their system.  They will provide a large recycling bin for free.  There had been one in the past at the Church and at the Community Center.  Both those places wanted them removed because people were dumping more than recyclables and it was a mess.  If the community finds a place to put one they will bring it back.  They would also provide recycle pick up to residents if we can find 300 households that would pay for the cart and recycle.
  5. Comments, concerns and questions from the community, with responses from the speakers – There were quite a few comments and questions from the community they included payment problems, costs are too high, the reasons for so much illegal dumping is the landfill is only open till 12 on Saturdays ( City of Palmdale controls their permit and the hours of the landfill), someone was told to put all their trash together and it would be separated at the landfill ( this is false ), how to get rid of manure, Can the County get more waste haulers out here? ( The nearest competition is Bertec and they would have to get enough households to make it worth their while to come out here ), What about self-hauling ( you would need a permit from the Health Department and show receipts or disposal tickets ).  The ATC spoke about the possibility of writing a letter to Supervisor Barger and ask to have the County look into franchise for both residential and commercial.
  6. Minutes of the last meeting – Tom Costan made a motion to approve the minutes from the following meetings, August 21, 2017, September 13, 2017, and September 18, 2017.  Ruth Brock 2nd the motion.  The motion passed.
  7. Treasurer Report – $1,495.27
  8. Sheriffs Report – Deputy Short announced 2 recent burglaries at Perkin Up and 1 attempt at The Pizza Place.  They believe it is the same guys who are working from Santa Clarita to Littlerock.
  9. Library Report – No report
  10. Announcements and Correspondence – Chris Croisdale will be at the November 20, 2017 meeting to report on filming.  Russ wants to add Council Comments to our agenda.
  11. Logo and Letterhead – None
  12. Committee Reports – Tabled till next meeting
  13. Unfinished and New Business – At the November 20, 2017 meeting need to announce new Acton Town Council.  At the December 4, 2017 meeting we need to have officer elections.  Dylan contacted Paul Masselbas  who said there should have been no recommendation not to grant water haulers CUP’s.  Before CUP’s can go forward all 3 water haulers must do hydrological reports.  They can all go together and do one.  November 6, 2017 meeting will be the 1st meeting of the GSA.
