Acton Town Council Regular Meeting Minutes June 6, 2016 Approved

  1. Flag salute & Roll Call –  The regular meeting of the Acton Town Council was called to order at 7:35 pm by President Tom Costan.  Members present at the meeting Angela Toghia, Jacki Ayer, Katherine Tucker, Tom Costan, Pam Wolter, and Kelly Teno.
  2. Minutes of the Last Meeting – Approval of minutes tabled until next regular meeting
  3. Treasurer’s Report – Bank Balance $1804.27, 2 donation receipts – $350.00 & $200.00
  4. Sheriff’s Report – Deputy Short reported 28 incidents for May,
  5. Library Report – John Elford announced the art work on the meeting room wall is from the Arts Council and will be up all month, the summer reading program has started, other summer programs going on through August.
  6. Announcements & Correspondences – On the Supplemental Agenda for the BOS for Wednesday June 8th.  Supervisor Antonovich is asking the other supervisors to sign a letter to the CHSR Authority opposing the redefined E2 Alignment.  Jacki Ayer is going to contact Mike Canto, Supervisor Antonovich’s Transportation officer and ask that Acton be included in the letter asking for all underground routes.  The ATC website is still being bombarded with balloon release items.  The emails have been cleaned up.
  7. ATC 501C3/4 – Action is completely stalled.  Have not been able to get a hold of Randall Fink for two weeks.  Maybe we should take a new path if we don’t hear from him by our next meeting.  Liability Insurance is still being worked on.
  8. Community Comments – Comments allowed on agenda items only ( 3 min. allotment per speaker may be imposed) – None
  9. Primo Burger Appeal – Committee Formation – Kelly Teno made a motion that the Acton Town Council form a committee to prepare for the Primo Burger Board of Supervisors Hearing on June 28, 2016.  To appoint Pam Wolter chairman and give her committee decision making power on behalf of the Acton Town Council.  Committees main objectives, to establish and hold weekly stategy meetings with the public to gain their involvement.  This would include getting petitions signed, getting people to write letters to Supervisor Antonovich and letters to the editor for local newspapers and the AV Press, and getting people to testify and preparing them.  In discussion the motion was amended to change “decision making power” to “Authorize to act”. Jacki Ayer 2nd the motion as amended.  The motion carried.  A bus has been requested from Christine Borzagga’s office. Edel Vizcarro makes those decisions, she will get back to us.  A flyer has been prepared and will go on the website and in local papers.  The ARTC will write a letter of support to the Supervisors.
  10. Hauled Water Draft Ordinance and EIR – Committee Formation – Jacki Ayer explained about the Hauled Water Ordinance and that the DEIR has a lot of problems.  There needs to be a committee to help analyze the Draft EIR. Other communities need to be involved, Jacki will lead The effort and instruct committee members on how to analyze the DEIR.  There is not enough time for her to do this alone.  Jacki Ayer made a motion to form a committee to work with Acton residents and other communities on the Draft EIR for the Hauled Water Ordinance, 3 working meetings will be set and they will be posted on the ATC website.  2nd by Pam Wolter.  The motion carried.  Jacki Ayer made a motion to have someone represent the ATC at the meeting on Wednesday, June 8, 2016 at Fox Field.  2nd by Pam Wolter.  The motion carried.  Jacki volunteered to represent the ATC.  Tom Costan made a motion to seek a meeting with Kathryn Barger, Edel Vizcarro, and Supervisor Antonovich on the Hauled Water Ordinance, to help steer it in a way to benefit Acton.  2nd Angela Toghia.  The motion carried.
  11.  Committee Reports – Planning, Coordination, Trails & Open Space – Jacki Ayer is trying to coordinate a meeting with Parks & Rec with the ATC and Agua Dulce Town Council.  The purpose is to find out how they are going to link trails to new development.  High Speed Rail – Jacki Ayer made a motion to authorize people to go down to the Bord of Supervisors Meeting to speak on behalf of the Acton Town Council and convey community goals to have routes underground through Acton and request that the Board of Supervisors convey that goal with as much fervor as they have done for the other communities.  2nd Angela Toghia.  The motion carried.  Pam Wolter announced the Water Petition deadline for the November 2018 ballot is July 25th.  Federal Government has extended the time for HSR to come up with the matching funds.  Publicity & Association of Rural Town Councils – They supported our petition and will send a letter to the Board of Supervisors.  ATC President appointed Jacki Ayer and Kelly Teno to this committee.  Finance Ways and Means – None. By-Laws, Community Standards & Decorum – None.  Public Works & Utilities – None.   Emergency Response & Disaster Planning – Mike Hughes reported that a new entity is being formed with original key people from Acton.  They are looking into developing a 501C3.  They will start to develop community meeting in the next couple of months.  ATC President Tom Costan appointed co-chairs from the ATC for the Resiliency Committee, Tom Costan and Angela Toghia.  Emergency Response and Disaster Planning will be put on the agenda for the next planning meeting.  Beautification, Illegal Dumping and Perspective –Waste Management is buying Bins effective August 1, 2016.  There have been many directional real estate signs in Acton.  They are out of the area agents.  Contact Pam Wolter if any are seen.
